Setting and ReportingThis position is located in Office of the Deputy Executive Secretary of the United Nations Economic and Social Commission for Latin America and the Caribbean (ECLAC) in Santiago, Chile. The Information Management Officer reports to the Deputy Executive Secretary. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. ResponsibilitiesUnder the supervision of the Deputy Executive Secretary, the Information Management Officer will be responsible for the following duties: โ€ข Provides advisory services on recordkeeping practices include: needs and business process analysis; organization and maintenance of UN information assets; records preservation and disposition; and information management policies and procedures, with an emphasis on technological applications. โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Provide advisory and coordination services among the various offices responsible for knowledge dissemination, such as the Documents and Publications Division, the Web Unit, the Library, and substantive divisions. โ€ข Coordinate and supervises the analysis of internal and external stakeholdersยด information needs, and the construction of institutional websites and other technological platforms to facilitate knowledge exchange, learning, innovation and outreach. โ€ข Advises other units and departments seeking expertise in information architecture and content organization, including Internet/Intranet sites, using in-depth understanding of institutional Internet/Intranet sites and knowledge management activities. โ€ข Researches, analyses and evaluates new applications and sources of information to track and follow-up ECLACโ€™s knowledge dissemination strategy, including technologies and frameworks that takes leverage of data science and artificial intelligence. โ€ข Participates in record-keeping and knowledge management improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of record-keeping application improvements and new systems; provides user support. โ€ข Develops detailed system and other functional specifications and standards from the recordkeeping perspective and user documentation for new systems. โ€ข Develops training materials and user manuals; trains staff in use of the recordkeeping system assigned. โ€ข Manages records accession and disposition functions by applying the life-cycle concept to information assets, including appraisal by liaising with records-originating offices regarding the transfer and/or disposal of their records; assures that retention schedules, registration and physical aspects of records transfers meet established standards; oversees space management and commercial storage contracts; supervises General Service staff in implementing related tasks; and performs records appraisal. โ€ข Understands, keeps current with and applies preservation techniques and strategies for records in all media. Ensures that the Sectionโ€™s storage facilities meet environmental standards. โ€ข Manages archival processing activities by overseeing adherence to preservation, international bibliographic, description and database standards; produces descriptive inventories; prepares mark-up of descriptive inventories for electronic dissemination; and makes recommendations regarding the planning and prioritisation of preservation and description programme requirements. โ€ข Performs and supervises reference functions by advising internal and external users about records holdings and accessibility; maintaining communications with other information management networks and records and archives specialists; supervising retrieval and reproduction activities of General Service staff. โ€ข Evaluates adequacy of existing records management and reference tools. Implements new technologies in information management to ensure that tools developed for efficient access to information are accessible to staff throughout the Organization. โ€ข Maintains access and declassification standards by liaising with records-originating offices/offices of interest regarding access to security-classified materials and implements access and declassification determinations. โ€ข Participates in developing client outreach strategies and in their implementation. Conducts programmes of outreach and user education to improve client use of desktop information resources; uses judgement of relevant institutional needs to develop presentations appropriate to client audience; develops publicity materials to facilitate outreach. โ€ข Assists in programme administration, including provision of assistance to or supervision of contractual employees and General Service staff, formulation of consultant and institutional contracts and subsequent implementation, development of the programme budget, etc. โ€ข Performs other related duties, as required. โ€ข Assists DES in the implementation of the UN 2.0 roadmap, knowledge management, and innovation and institutional strengthening strategies. โ€ข Contribute to the development and strengthening of systems, observatories, databases, and knowledge networks by leveraging new technologies based on data science and artificial intelligence, and promoting their integration into the ECLAC data ecosystem and other initiatives within the framework of the institution's knowledge management strategy and the UN 2.0 roadmap. Job - Specific QualificationSuccessful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Work ExperienceA minimum of five years of progressively responsible experience in modern archives management, record keeping, library, information management or related area is required. Experience in information and knowledge management, knowledge-networks management is required. Experience in business analytics, data science, and applied artificial intelligence for business intelligence is required. Experience developing and overseeing systems and policies that promote the effective flow of knowledge across teams and departments, fostering collaboration and innovation is desirable. Experience in supervising and coordinating efforts to ensure that knowledge assets are preserved and utilized strategically to achieve institutional objectives is desirable. Two years or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat and Spanish is a working language of ECLAC.
