Description of the Assignment:
The assignment aims to empower women-led micro, small, and medium-sized enterprises (WMSMEs) in Lesotho by enhancing their understanding of tax obligations, improving financial record-keeping, and supporting their transition from informal to formal business operations. The consultant will design and deliver tailored taxpayer education and training, with a focus on young women entrepreneurs, to address structural barriers in taxation, documentation, and business formalization. This initiative supports inclusive economic governance and gender-responsive financing under the Integrated National Financing Framework (INFF).
Scope of Work
The consultant will:
Conduct a rapid training needs assessment focused on tax literacy, record-keeping, and access to documentation.Segment WMSMEs by informality, literacy, and readiness to formalize, to tailor training content.Develop and deliver customized training materials and toolkits.Facilitate engagement with institutions such as tax authorities, registrar offices, and womenโs business associations.Establish feedback mechanisms with RSL and registrar offices to address MSME challenges.Propose a sustainability mechanism to embed capacity-building into institutional frameworks.Document lessons learned and provide recommendations for scaling the initiative.
Period of assignment : 20 days spread over 2 months
