Work LocationBangkok Expected duration01/06/25-31/12/25 Duties and ResponsibilitiesThe Asia-Pacific region is undergoing rapid and significant demographic changes, such as changes in population age structures, driven by falling fertility and increased life expectancy. As a result, the region as a whole is ageing rapidly. The Asia-Pacific aggregate percentage of people aged 60 years or over is projected to increase from 13.6 per cent in 2020 to 24.9 per cent in 2050. There are challenges and opportunities related to population ageing, which require forward-looking policies that promote active and inclusive ageing to encourage and value the contribution of older persons so that they live longer and healthier lives. The Madrid International Plan of Action on Ageing provides comprehensive policy guidance. Through the outcome document of the Fourth Asia-Pacific Review and Appraisal of MIPAA, held in 2022, ESCAP member States committed to a set of priority measures to accelerate implementation of MIPAA as well as the 2030 Agenda for Sustainable Development. Relevant UN systems organizations, including the regional commissions, have been mandated to conduct the fifth regional review of MIPAA in 2027. Through a project entitled โSupporting the design of rights-based policies on population ageing โ developing tools to assess policies and measure good practices in select countries of Asia-Pacificโ, ESCAP supports countries in designing policies on ageing in line with the Madrid International Plan of Action (MIPAA) and its regional review outcome documents as well as the 2030 Agenda for Sustainable Development. To this end, a database of good practices also serves as a policy resource to member States and non-government stakeholders (https://www.population-trends-asiapacific.org/policies/good-practices). To further enhance the already existing database, an individual contractor has to be hired to further enhance the database with additional good practices that include summary write-ups. The individual contractor will also be tasked with supporting the organization and servicing of expert group meetings and consultations on ageing to be organized in preparation for the fifth review and appraisal of MIPAA. The individual contractor will also be tasked with reviewing papers focusing on different aspects of population ageing and contribute to analytical work conducted in the Section. Qualifications/special skillsFirst-level university degree in sociology, global politics, development studies, or related. A minimum of 6 months experience in social development and analysis, including support of stakeholder processes and servicing of expert meetings and knowledge of UN intergovernmental meetings as well as the Madrid International Plan of Action on Ageing and the 2030 Agenda for Sustainable Development.
