Consultancy to Co-design and Facilitate a Multi-Stakeholder Workshop on WEMNS Implementation and Scale-Up

Location: Nairobi, Kenya (Candidates based in Kenya preferred; travel costs can be covered for qualified candidates traveling from neighboring countries)

Background

The International Food Policy Research Institute (IFPRI) is hiring an experienced consultant to co-design and facilitate an in-person workshop in Nairobi, Kenya, from 2 to 4 December 2025.

Building on its extensive expertise in womenโ€™s empowerment metrics, IFPRI developed and launched the Womenโ€™s Empowerment Metric for National Statistical Systems (WEMNS) in partnership with Emory University, Oxford University, and the World Bank. WEMNS is a streamlined tool designed to measure empowerment in large-scale, multi-topic surveys and is relevant across a wide range of livelihood strategies in rural and urban areas. Currently, WEMNS is being taken up by the Food and Agriculture Organization of the United Nations (FAO) as part of the 50x2030 Initiative. Three partner countries (Liberia, Sierra Leone, and Tanzania) have integrated WEMNS into their national agricultural surveys.

In collaboration with FAO, IFPRI will convene a two-day workshop with the partner countries and other key stakeholders to: (1) share lessons and best practices from the pilot experiences, (2) discuss ways to refine measurement methodologies, and (3) explore opportunities for other countries to integrate WEMNS into their national survey systems. Following this, an internal half-day workshop will be held to reflect on insights and strategize WEMNS scale-up pathways, supported by a recent CGIAR Scaling Challenge grant awarded to IFPRI.

Scope of work

ยท Collaborate with IFPRI and FAO to co-design a detailed workshop agenda aligned with the eventโ€™s objectives

ยท Facilitate a 2.5-day workshop, ensuring active, inclusive, and productive engagement among diverse stakeholders

ยท Provide workshop documentation, including a slide deck and a brief report summarizing key reflections and recommendations to improve future multi-stakeholder facilitation

Required qualifications

ยท Demonstrated experience designing and facilitating multi-day, multi-stakeholder workshops, preferably in agriculture and gender data domains

ยท Experience engaging multicultural, interdisciplinary audiences

ยท Excellent verbal communication skills in English

Preferred qualifications

ยท A relevant degree (e.g., social sciences, development studies, gender studies) or equivalent professional experience

ยท Familiarity with United Nations and CGIAR systems

ยท Fluency in a language commonly spoken in sub-Saharan Africa (e.g., French, Swahili)
