Project Context and Scope

Migration is a key driver of demographic change and has significant implications for labor mobility, urban development, and the equitable delivery of social services. Quality, timely and disaggregated migration data is essential for designing responsive policies and programmes that address the needs of both mobile populations and host communities. In September 2023, the Namibia Statistics Agency (NSA) conducted a national Population and Housing Census, which included core migration indicators such as place of birth, usual residence, duration of stay, and previous residence. This data provides a unique opportunity to generate a comprehensive understanding of internal and international migration patterns in Namibia.

To leverage on this data for evidence-based decision-making, NSA, with technical support from the International Organization for Migration (IOM) through its country office in Namibia and Regional Data Hub - for East, Horn and Southern Africa, is in the process of developing a Migration Thematic Report. This report will offer in-depth analysis of migration trends and their implications for national development planning, social cohesion, and regional integration. It will also contribute to strengthening national capacities in the production and use of migration statistics in line with international standards.

To support this initiative, NSA and IOM Namibia are in search of a qualified consultant with expertise in migration statistics and census data analysis. This staff member will provide technical guidance throughout the report development process, ensuring analytical rigor, methodological soundness, and alignment with global best practices.

The objective of this consultancy is to support the NSA and IOM Namibia in producing a high-quality Migration Thematic Report based on the 2023 census data, ensuring the alignment with regional, continental and international statistical standards as well as relevance to national policy priorities.

ย The following are tasks for the applicant under the supervision of the NSA and IOM:

  1. Review and assess migration-related variables collected in the 2023 Population and Housing Census.
  2. Conduct detailed statistical analysis of internal and international migration patterns.
  3. Draft analytical sections of the Migration Thematic Report, including visualizations and policy-relevant insights.
  4. Ensure methodological consistency and adherence to regional, continental and international standards in migration statistics.
  5. Coordinate with NSA and IOM teams to validate findings and incorporate feedback.
  6. Support capacity-building efforts by sharing methodologies and tools used in the analysis.

    Expected tangible and measurable output(s)ย 
    The expected deliverables are defined as follows:ย 

  7. Annotated outline of the Migration Thematic Report.
Draft analytical report with statistical tables and visualizations. Provide the coding used for the analysis. Final version of the Migration Thematic Report incorporating feedback. Brief technical note on methodology and recommendations for future data collection.

All deliverables shall be submitted in English to NSA and IOM Namibia. ย 

ย Dates and Timeframesย 
The consultancy will be conducted over a period of 30 working days between 21 July โ€“ 20 August.
ย  Education
Advanced university degree in statistics, demography, migration studies, or a related field Experience At least 5 years of experience in migration data analysis and reporting. Proven experience working with census or large-scale survey data. Familiarity with international standards on migration statistics (e.g., UN Recommendations, IOM frameworks Skills Excellent analytical, writing, and communication skills. Excellent command of English, both spoken and written.ย 

ย  Travel required

Travelling and accommodation cost should be included in the financial proposal that is to be submitted by the consultant and no additional cost will be borne by IOM or NSA.
