Project Context and Scope
ย The primary objective of this consultancy is to support the design and implementation for the Government of Namibia to conduct a comprehensive National Occupational Skills Audit survey, which aims to evaluate the current status and needs of occupational skills across various sectors in Namibia. The consultant will work closely with Ministry of Labour, Industrial Relations and Employment creation, IOM, Technical Working Group (TWG) and other relevant stakeholders, including government ministries, educational institutions, industry representatives, and labour organizations, to ensure the audit accurately reflects the skills landscape and provides actionable insights.ย

The following are tasks for the consultant under the supervision of IOM and the MLIREC:
ย Prepare report, provide actionable recommendations for addressing identified skills gaps and improving workforce alignment with industry needs and present findings
ย Performance indicators for the evaluation of resultsThe expected deliverables are defined as follows: ย
ย Inception report outlining the work plan, methodology and timeline.ย ย Data collection tools and instruments.ย ย Draft report with findings and preliminary recommendations. ย Final report with findings of the skills audit, including recommendations. ย Presentation materials for stakeholder engagement sessions.All deliverables shall be submitted in English. Summaries of findings and interim reports shall be provided in English.
The project should be implemented within 45ย working days, spaced out in 7 months. All deliverables should be delivered within the stipulated 45ย working days
Financial Proposal and Payments ScheduleThe consultants shall be paid the consultancy fee upon completion of the following milestones and fully accepted deliverables by both.

Professional certifications in performance audit would be an asset, but not mandatory Experience A minimum of 10 years of experience in conducting large-scale skills audits, including experience inย survey design, data collection, and analysis. Strong analytical skills to interpret data and draw meaningful conclusions. This involves understanding complex datasets and identifying trends and patterns Proficiency in statistical analysis software. At least three prior assignments of similar nature, complexity, and scope.ย Ability to communicate findings effectively to a variety of audiences, including policymakers, stakeholders, and the public. Familiarity with the Namibian labour market and education system is an advantage Skills Good organizational and communicational skills. Creativity and innovation. A team player Strong interpersonal skills Languages Excellent command of English, both spoken and written IOMโs official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. ย Travel required Travelling and accommodation cost included in the financial proposal that is to be submitted by the consultant/training institution/company and no additional cost will be borne by IOM.
