1. BACKGROUND AND OBJECTIVE
This consultancy is under the Education Section of the UNESCOโs Regional Office in Bangkok, which focuses on advancing Sustainable Development Goal 4 (SDG 4) across countries in the region. Within the framework of its education programme, UNESCO aims to advance Global Citizenship Education (GCED) in the Asia-region by fostering awareness and building the capacity of teachers and school leaders to implement a Whole-School Approach (WSA) to GCED through a project funded by the Government of the Republic of Korea, and benefitting Bhutan, the Philippines and Vietnam.
In 2022, UNESCO developed seven studies covering Australia, Bhutan, China, India, Kazakhstan, the Philippines, and Viet Nam, to be used as reference material. Each study examines the national context for GCED, its integration into teacher policies, pre-service and in-service teacher training, school-level implementation, and associated challenges. These studies also present good practices, feasible recommendations, and country-specific advice for the project, forming a robust reference base for the Practical Guide on Whole-School Approach to GCED. In 2024, beneficiary countries of the project participated in a regional Capacity Development Workshop on the Whole-School Approach (WSA) to Global Citizenship Education (GCED) with teachers and school leaders from Bhutan, the Philippines, Viet Nam, and Thailand. The workshop provided educators and school leaders with tools and strategies to integrate GCED into policies, curricula, and practices while fostering stakeholder collaboration. Participants explored challenges, analyzed case studies, and developed action plans tailored to their national contexts, committing to refine and implement these with stakeholders. Key themes included: (1) School Leadership, Governance and Environment (2) Curriculum, Pedagogy, and Assessment (3) Student Initiative (4) Community Engagement (5) Staff Professional Learning. UNESCO developed different resource materials for this regional workshop to provide an overview of key priorities and concepts on WSA to GCED to educators and school leaders, as well as of the Recommendation on Education for Peace, Human Rights and Sustainable Development.
Based on this background and the project outputs so far, UNESCO is looking for an individual consultant for the development/compilation of a โPractical Guide for Teachers and School Leaders on the Whole-School Approach to GCEDโ as key final output of the project.
2. PURPOSE OF THE ASSIGNMENT
Within the framework of this project, the assignment aims to develop a Practical Guide titled Whole-School Approach to GCED: A Practical Guide for Teachers and School Leaders, drawing from best practices, case studies, and feedback from project countries and the regional capacity development workshop. The guide will build on existing materials and UNESCO resources to maintain continuity and maximize the use of available knowledge, with the final version disseminated across the Asia region.
3. DUTIES AND RESPONSIBILITIES
Supervisory arrangements:
Under the overall authority of the Director of the UNESCO Regional Office in Bangkok and the guidance of the Chief of Education, the Individual Specialist will work under the direct supervision of the Programme Specialist managing the portfolio on Transformative Education. The Individual Specialist will develop a publication titled Whole-School Approach to GCED: A Practical Guide for Teachers and School Leaders, which provides practical strategies for implementing a whole-school approach to Global Citizenship Education (GCED).
Specific tasks include:
3.1 Prepare and submit an annotated outline based on all resource materials shared by UNESCO and developed during the project by 15 May 2025
3.2 Prepare and submit the first draft of the Practical Guide of maximum 100 pages without annexes by 15 June 2025
3.3 Submit the final version of the Practical Guide incorporating comments received by 15 July 2025
In line with UNESCOโs overall gender mainstreaming strategy, the incumbent is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible.

4. REQUIRED QUALIFICATIONS
Education:
An advanced university degree (Masters or equivalent and above) in the field of education, development studies, social sciences or related areas.
Professional Work Experience:
Minimum 7 years of progressively responsible relevant work experience in the field of education at the regional/international level. Proven technical experience in Global Citizenship Education and Education for Sustainable Development. Proven experience in preparing tools, methodologies for professional development of educators, and resource materials.
Skills/Competencies:
Knowledge of Asia-Pacific education systems and education issues Proven conceptual and analytical skills to develop guidelines and tool kits Effective planning and organizing ability and ability to manage multiple deadlines Capacity to follow up and coordinate independently with minimal supervision Proven ability to work efficiently in a dynamic and multicultural team environment Excellent coordination and interpersonal skills Proven capacity to build and maintain effective partnerships inside and outside the organization
Languages:
