Description of the Assignment:
The consultant is expected to:
Conduct a desk review of relevant national laws, policies, and international instruments (Mandela Rules, Correctional Services Act No. 13 of 2017 Correctional Regulations of 2022, UNDP guidance) related to a Reintegration and Rehabilitation policy.Undertake stakeholder consultations with HMCS staff, inmates and ex-offenders, parole boards, government departments, civil society (including womenโs and youth groups), development partners, NGOs, and community leaders, and other relevant stakeholders.Assess existing rehabilitation and reintegration After Care, Community Corrections, Community Service Orders & Alternative to Custodial Sentences programmes and services, including from a gender and youth/juvenile perspective.Identify best practices from other jurisdictions and UN-supported models.Draft the Rehabilitation and Reintegration Policy, integrating specific gender and juvenile approach as relevant.Facilitate a validation workshop with stakeholders.Finalize the policy incorporating stakeholder feedback.The ideal candidate should subscribe but not limited to the below attributes.Academic Qualifications: Advanced degree in Law, Criminology, Social Work, Public Policy, or related fieldProfessional Experience: Minimum 7 years of experience in criminal justice reform, policy development, or correctional services.Proven experience in participatory policy development and stakeholder engagement.Familiarity with UNDP programming and international human rights standards.Strong analytical, writing, and facilitation skills.Period of assignment/services: 30 Days
