Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic institutions and processes, human rights, tolerance and non-discrimination, and Roma and Sinti issues. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

The Information and Communication Technology (ICT) Unit provides support to ODIHR in the field of Information and Communication Technology, including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards and for supporting local ICT serves and their users.

The incumbent is responsible for ODIHR ICT Systems Support, landline and mobile telephony, office computing automation packages/systems, application delivery and mobile computing. Specifically, the incumbent will perform duties supporting directly ODIHR EXB programs and projects.


Tasks and Responsibilities:

Under the overall supervision of the Chief, ICT Unit, the successful candidate will be tasked with the following duties:

Assisting users to use ICT resources effectively by providing systems orientation, information, and on-the-job training, and first-level help desk assistance for the standard office products (email, word-processing, spreadsheets, database, Internet technologies, workstation operating systems, printers, scanners, mobile and landline telephony, videoconferencing and various applications). Liaising with external providers to ensure appropriate level of ICT services.

Contributing to the improvement of ICT support services by maintaining a Service Desk database of user problems and applied solutions, hardware and software assets, training, and support sessions provided, preparing Standard Operating Procedures and relevant user manuals and documentation.

Acting as systems administrator for various Extra budgetary projects and assist users with help desk support for landline phones, mobile devices such as smartphones, tablets, laptops, tokens and other end-user hardware. Administering ODIHRs mobile devices management (MDM) system and telecommunications technology.

Installing and setting up computer equipment purchased by EXB for end users in offices and for meetings purposes including testing, implementing desktop and laptop images, office applications and tools, communication and multimedia devices.

Acting as systems administrator for various Extra budgetary projects in server platform of ODIHR by managing user and email accounts, setting up and maintaining printer queues, maintaining supplementary servers, carrying out necessary cabling and patching in wiring racks, and following emergency plans for equipment, power, or security failures when necessary to protect data and security, acting as a backup system administrator when necessary due to the absence of other staff.

Maintaining equipment and applications by troubleshooting and performing minor repairs on IT equipment, and COMMS equipment Satellite, Radio VHF, and GSM devices.

Providing ICT support for activities related to ODIHR projects and ongoing mission deployments various countries by preparing standard installation computer packages and OS configuration for the ongoing mission equipment. Additionally preparing set up packages for emergency telecommunication equipment related to Satellite, Radio VHF, and Microwave technology. Proposing and supporting activities and services related to instant emergency COMMS.

Necessary Qualifications:

Completed secondary education; Minimum five years of experience in end-user support;Experience in the installation and maintenance of office computer hardware and software;Experience in Microsoft Windows operating computer system administration and support;Experience supporting telecommunications technologies (GSM, SAT, VHF/HF/UHF) (i.e. Internet-client site), videoconferencing software and equipment; Computer literate with practical experience with Microsoft applications and printer hardware;Experience identifying, analysing and resolving hardware and software problems;Excellent written and spoken communication skills in English. Working knowledge of Polish is desirable;Ability to work with people with different national, religious or cultural backgrounds;Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately PLN 8,200. OSCE salaries are exempt from taxation in Poland. Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 68 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
