Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements. 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities Function 1 (incl. Expected results)

Review aeronautical fees and charges and other revenue-generating sources at airport; review the existing commercial revenue projections included in the master plan update.

Function 2 (incl. Expected results)

Define the future strategy for commercial areas inside the passenger terminal area that will maximize the commercial revenues   taking into account the current situation. The future commercial strategy should review aspects such as:

• Type of commercial offer that best suits the passenger profiles.
• Commercial mix and proposed retail.
• Definition of commercial areas in terminal building layout: size, location, nature.
• Fees, canons and other duties that airport authority should apply on tenants. Function 3 (incl. Expected results)

  Prepare conceptual planning sketches for the organization (or the reorganization) of the commercial areas /concessions at airport. Indicate the requirements for the future commercial areas.

  Function 4 (incl. Expected results)

  Define the guidelines under which the new commercial areas should be developed: by the airport; under one or several main developers; recommendations on concession and rental schemes (terms, duration, etc.)

  Function 5 (incl. Expected results)

  Provide new commercial revenue projections for airport resulting from the implementation of the proposed commercial strategy.

  Function 6 (incl. Expected results)

  Prepare a site visit report, indicating the findings with regards to the existing and future commercial areas of airport.

Qualifications and Experience Education

  • University degree in business administration or equivalent professional qualifications in a financial management field. Professional experience                                    

    Essential

    • Familiarity with civil aviation fees and charges and revenue generation at airports from aeronautical and non- aeronautical sources. Familiarity with the organization of commercial areas in airports.
    • Experience at a responsible level in the financial management of a government department, an airline, an airport or a corporation.
    • Experience in the development of revenues at airports. Languages

      Essential 

      • A good command of oral and written English.

        Desirable 

        • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish). CONDITIONS OF EMPLOYMENT

          It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term).

          Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

          ICAO CDI consultants are expected to conduct themselves in a manner befitting their status as international civil servants.
