The Organizational Setting
Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.ย
Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.
Major duties and Responsibilities Function 1 (incl. Expected results)
Study the existing basic aviation law, the air navigation acts and any other existing basic aviation legislation in force.
Function 2 (incl. Expected results)
Advise and assist the counterparts in amending the basic aviation legislation so as to clearly and explicitly provide for the establishment of a State civil aviation organization (a department of civil aviation or a civil aviation authority), clearly state the functions and responsibilities of such an organization.
Function 3 (incl. Expected results)
Advise and assist in the establishment of a library of relevant air legislation documents including ICAO documentation.
Function 4 (incl. Expected results)
Provide on-the-job training for the national counterpart personnel in the above duties.

University degree in law with specialization and advanced qualification in air law.

At least ten yearsโ experience at senior level in a national civil aviation authority legal department, an airline or similar aviation-related organization. At least three yearsโ experience in the drafting legislation for a civil aviation authority in the areas of personnel licensing, flight operations approval and surveillance and continuing airworthiness. Experience in the review of detailed regulations relating to personnel licensing, flight operations and continuing airworthiness. Familiarity with ICAO Annexes, Conventions and related acts.
