NATIONAL INDIVIDUAL CONSULTANT PROCUREMENT NOTICE

Description of the Assignment: Consultoria Individual Especialista em Reforço de Capacidade Institucional de Cabo Verde na área das Mudanças Climáticas
Period of assignment/services: 70 days
ÂMBITO DO TRABALHO
- Revisão exaustiva das estratégias, políticas e legislação existentes relativas à criação do Secretariado Nacional da Ação Climática e de outras instituições relevantes, a fim de formular recomendações sobre disposições institucionais para apoiar uma ação climática eficaz em apoio das Contribuições Nacionalmente Determinada (NDC) e do Plano Nacional de Adaptação (PNA).
- Analise comprativa do quadro institucional das mudanças climáticas em outros países, particularmente SIDS, que possam ser utilizadas como referência e adaptados ao contexto de Cabo Verde
- Coordenação e estreito envolvimento com as partes interessadas relevantes, incluindo, entre outros, o Ministério da Agricultura e Ambiente, o Ministério da Energia, o Ministério das Finanças e a LuxDev e outros parceiros com vista a recolha de subsídios para a preparação do Roteiro.
- Análise das lacunas em matéria de ação climática, em especial o financiamento das ações relacionadas com as mudanças climáticas, a fim de dar passos concretos para intervenções a longo prazo, capazes de capitalizar as oportunidades existentes.
- Desenvolvimento de um roteiro claro e abrangente para estabelecer e fortalecer a Secretariado Nacional de Ação Climática.
- Validação do roteiro através de um processo consultivo com as partes interessadas relevantes.
- Avaliar a estrutura organizacional do SNAC e as qualificações e experiência da sua equipa técnica,
