Project Background

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as \"green growth\", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change.

Ecuador became a Member of GGGI in 2019. GGGI has been supporting the MAE on climate and sustainable finance to help the country achieve its adaptation and mitigation priorities and the Sustainable Development Goals. To date, GGGI supports MAE in implementing its First National Adaptation Plan (NAP) and National Mitigation Plan (PLANMICC), develops a pipeline of adaptation and mitigation projects, strengthens the Ecuador Zero Carbon Program, and supports Ecuadorโ€™s readiness in implementing Article 6 of the Paris Agreement.

As part of GGGIยดs Ecuador portfolio, the GCF-funded project โ€œImplementing Ecuadorโ€™s National Climate Finance Vehicle and Carbon Zero Programโ€ aims to boost the mobilization of climate finance in Ecuador and strengthen PECCโ€™s potential to raise climate change mitigation ambitions.

Bolstering the PECC will be achieved through:

A PECC Multistakeholder Mechanism that encompasses Micro, Small, and Medium Enterprisesโ€™ (MSMEs) acceleration and incubation, enhanced training, and robust communication. A PECC strengthening strategy, including its product scope and financial consolidation, offsetting scheme, and sustainable production and consumption action.

To support the communication and outreach of the targets described above, the GGGIโ€™s project in Ecuador is seeking a consultant to lead the review, updating and implementation of the PECCโ€™s communication strategy under the GCF Readiness project \"Implementing Ecuadorโ€™s National Climate Finance Vehicle and Carbon Zero Program.\"

Based in Quito, the consultant will support brand positioning, lead events coordination, and the strategic dissemination of the PECC's mission and results. The consultant will work under the supervision of GGGI and in close coordination with the Ministry of Environment and Energy (MAE).

Objectives of the Assignment

The objective of this consultancy is to lead the review, updating, and execution of the PECCโ€™s Communication Strategy. This includes strengthening the visibility of the PECC brand, increasing the program's outreach to relevant stakeholders, and generating meaningful participation across target audiences. The consultant will support campaign development, digital content creation, media engagement, and event coordination and communications in alignment with the strategic objectives of the PECC.

Activities

The following activities will be delivered by the consultant, including checkpoints between phases:

Work Plan (October 2025)

Description: Develop a comprehensive, flexible, and adaptive work plan that clearly outlines the methodology, timeline, milestones, and coordination mechanisms for the assignment, in close consultation with GGGI and the Undersecretariat of Climate Change.

Review, update and implement PECCโ€™s Communications Strategy

Description: Conduct a thorough communications diagnostic of the PECC. Review and update the PECC Communications Strategy based on the resulting findings. Develop a strategic roadmap for implementing the updated communications strategy, outlining short-term, medium-term, and long-term actions. Ensure that the validation of the work plan and strategy with GGGI and the Undersecretariat of Climate Change is conducted systematically.

Events Organization and Strategic Outreach

Description: Coordinate impactful PECC events. Coordinate and manage all logistics and event materials in collaboration with the Undersecretariat of Climate Change and MAE Communications Directorate, as appropriate. Draft concept notes and design compelling content and materials for PECC events, both virtual and in-person. Execute the events flawlessly and prepare their reports, including invitations, designs, photos, participant registries (including gender focused), presentations, media coverage, impact results, and other relevant communications materials.

Communication Products and Capacity Building Workshops

Description: Update existing communication products effectively. Design and produce at least five innovative communication products, including flyers, brochures, and infographics. Ensure content validation is coordinated with the Undersecretariat of Climate Change and the MAE Communications Directorate, as appropriate. The products will follow the GGGI and governmental guidelines. Adapt all products for digital formats that are optimized for social media dissemination. Support the training plan for PECC learning platforms and stakeholder groups. Support the training sessions implemented by the project effectively and prepare their reports, including invitations, designs, photos, participant registries (including gender focused), presentations, media coverage, impact results, and other relevant communications materials.

Challenges and Mitigation Strategies

Plans for the Upcoming Month

Anticipated Length: 5-15 pages as appropriate. Correspondent deliverables should be attached as annexes.

Language: Spanish

Report Submission: The report will be submitted to the GGGI Supervisor and MAE on the last working day of each month.

The consultant will be fully responsible for the preparation, accuracy, and timely submission of the report each month.

Final report

The Consultant shall submit a Final Report, which should reflect all main results prepared by the consultant. The report should also give recommendations for further activities to be carried out to ensure long-term sustainable development of the PECC communications activities. Final report must be approved by the GGGI. The Consultant shall consider the comments and necessary revisions proposed. The final report must be submitted together with the last monthly report.

Coordination and Supervision

The consultant will work closely with GGGI staff to ensure the goals of this consultancy, and he/she will also be responsible for reporting their progress to the GGGI Communication and Knowledge Sharing Assistant.

This consultancy fee is a lump sum cost.

Expertise Required

Bachelorโ€™s degree in communication sciences, social sciences, administrative sciences, or related field of study.

Masterโ€™s degree in communications, marketing, or a related area (preferred); or equivalent combination of relevant education and experience.

Minimum 5 years of experience designing and implementing communication strategies and plans.

Experience in climate change, environmental, or sustainable development issues is preferable.

Previous work experience with public sector institutions, international organizations, or private companies involved in climate initiatives in Ecuador is desirable.

Knowledge and Skills:

Strong understanding of communications for development and public sector branding.

Skills in campaign design, digital content creation, and media coordination.

Familiarity with climate change and sustainability terminology.

Knowledge in content management systems, social media tools, and design software.

Excellent interpersonal, writing, and coordination skills in Spanish and English (desirable).
