Background
The position is based in the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) in Manila,

Philippines. The position holder is deployable to multiple locations across the country or to other countries depending on needs. Under the direct supervision of the Head of OCHA/Deputy Head of Office, Regional Office for Asia and the Pacific (ROAP), working as an integral part of the organization's ROAP team, the incumbent will work in close collaboration with the UN Resident Coordinator, Government and relief/recovery partners to support the formulation of strategies of engagement in support of the mandate of OCHA at both managerial and operational levels. The incumbent will also frequently interact, under the guidance of ROAP leadership with senior OCHA staff at headquarter level in the Operations and Advocacy Division (OAD) and with the Policy Branch on the Flagship Initiative.

In a broader context, the incumbent leads the Manila HAT Office's support to the UN Resident/Humanitarian Coordinator and humanitarian partners in support of the operations of the OCHA Regional Office for Asia and the Pacific (ROAP), to ensure effective coordination of disaster preparedness and response and facilitate a transition towards relief and development in close collaboration with government and development partners. The incumbent will also be responsible for providing thought leadership and support to the Resident/Humanitarian Coordinator and operational partners to consider the priorities of the most vulnerable communities in humanitarian and early recovery planning.

Duties and Responsibilities
Ensures effective leadership in the coordination of disaster preparedness, response and early recovery activities through adequate liaison and partnership with Government officials and local/national and international partners.
Leads and / or supports the leadership of the Humanitarian Advisory Team in the Philippines. Provides policy, technical and advisory support to the RC/HC in all areas relevant to OCHA Mandate.ย  Support the Resident/Humanitarian Coordinator and humanitarian partners in incorporating lessons learned in the flagship initiative into humanitarian and recovery planning, programming and financing and broader development priorities. Ensures/supports the planning, implementation and strengthening of inclusive humanitarian coordination, with a particular focus on expanding networks of national and local partners and with due attention to relevant thematic and cross-cutting issues such as gender mainstreaming, civil-military coordination, cash programming and suggesting corrective actions as required.ย  Maintains and strengthen relations with Government, local and relief/recovery partners in the field to enhance coordination, information sharing, trust building, advocacy and knowledge transfer in all matters related to streamlining and strengthening humanitarian coordination and emergency response preparedness.

Analytical leadership, development and implementation of programme strategies/mechanisms focusing onย achievement of the following results:

Provide analysis and policy advice for humanitarian coordination, planning and financing and OCHAโ€™s role in emergency preparedness and response as well as strengthening partnerships.ย  Draft and prepare papers and situation reports highlighting operational and policy developments.ย  Follow-up on relief and early recovery issues identified by partners, provide inputs to discussions, advocate for accountability to affected people, and present conclusions and recommendations in reports; and Support the development of strategies/mechanisms to strengthen the effectiveness and quality of cross sector initiatives with the goal to advance humanitarian action and its linkage to broader development strategies.

Strengthens disaster preparedness and operational readiness measures, including a focus on achievement of the following results:

Support disaster management activities, facilitating joint approaches with UN and partner agencies for assessments, operational planning and response. Support emergency preparedness information needs through coordinated reporting, emergency response reporting and information analysis.ย  Support inter-agency contingency planning and take the lead in matters related to natural disasters and complex emergencies, including ensuring that the various contingency plans are updated, coherent and well-coordinated; andย  Support the promotion of common needs assessment tools and the coordination of humanitarian partners for undertaking rapid impact and needs assessments in the field.

Performs other duties that may be required by the Head of Office, ROAP.

This position may involve extensive travel within Philippines as well as providing international surge support, primarily within the Asia Pacific region.

Crisis and environment. ย  Required Skills and Experience ย  Education: Advanced university degree (Masterโ€™s degree) in Social Sciences, Economics, International Relations, Political Science, engineering, Disaster Management or related field. Fist level university degree in combination with additional 7 (seven) years of relevant experience will be given due consideration in lieu of the advance university degree. Experience: Minimum of five (5) years (with Masterโ€™s degree) or seven (7) years (with Bachelorโ€™s degree) of relevant work experience in a senior position, in the field of Humanitarian Affairs/ International development or related field is required. Relevant experience in working with a UN agency or other international humanitarian entity at senior level is desirable. Experience in the area of emergency preparedness, crisis/emergency relief management, humanitarian/development environment or emergency field coordination is an asset.ย  Excellent liaison, interpersonal and general communications skills is advantageous.ย  Ability to work with minimum supervision in a multi-cultural environment; coordination and Information management skills; Training and or capacity building skills; Presentation skills. Excellent command of MS Office suite applications (Word, Excel, Access, PowerPoint). Language: Excellent oral and written command of English and Filipino is required.
