El Salvadorโ€™s Rights and Dignity Project is an eight-year program funded by the United States Agency for International Development (USAID) and implemented by Counterpart International (Counterpart) in partnership with Partners El Salvador. Counterpart is currently seeking a Human Rights expert to serve as team lead of the Human Rights team. This is a full-time position based in San Salvador, El Salvador.

The primary duties include overall support to Project beneficiaries in topics related to human rights, including the planning and implementation of human rights activities. This position requires the ability to manage multiple tasks with multiple stakeholders and of high-level political sensitivity, while maintaining the Projectโ€™s neutral positioning within El Salvador. The incumbent is to be a well-organized, resourceful individual, who enjoys a workplace that is fast paced, collegial, and professional. The Human Rights Lead will report to the Technical Director. This position is open to Salvadoran citizens only.

Responsibilities

The Human Rights Lead is responsible for carrying out the following tasks:

  • Support activities for the Human Rights area of the Project required by the Technical Director and the Chief of Party.
  • Provide technical assistance to government institutions, local Human Rights Organizations (HROs) and project staff on issues across all three objectives of the Rights and Dignity Project.
  • Ensure the compliance and implementation of the workplan.
  • Provide follow-up and technical support to activities implemented with the Human Rights Ombudsmanโ€™s Office (PDDH) activities under the in-kind grant to this institution and other technical support provided by the Project.
  • Facilitate partnerships and mentoring relationships between international HROs and Salvadoran HROs.
  • Provide relevant technical input in the design of the Projectโ€™s subgrant program, including the development of Request for Applications, and contribute technical input into the Projectโ€™s subgrant selection.
  • Provide human rights expertise to design and conduct trainings, and technical activities and to develop educational and informational materials relevant to the project objectives.
  • Support in the identification, selection and management of technical consultants to support project activities, as necessary.
  • Prepare technical analyses and reports (including work plan, quarterly report, M&E reports, etc.), as well as contribute to success stories and other external communications products for the project.
  • Support COP (Chief of Party) and Technical Director in high-level coordination with multiple stakeholders.
  • Implement technical assistance, including mentoring, to HROs to increase their knowledge on human rights and related fields.
  • Provide human rights expertise to identify potential risks for the Project and staff to inform Project activities and communications strategies and materials.
  • With COP, co-lead the Crisis Management Team and provide timely support in the implementation and follow up of the plans.
  • Support COP and Technical Director in documenting agreements and ensure follow up with partners and donors for successful project implementation.
  • Supervise and support staff development of the human rights team.

Qualifications

  • National expert with at least 10 years of experience in human rights issues;
  • Knowledge of the national legislation applicable to human rights;
  • University graduate in Legal Sciences or in areas related to human rights;
  • Excellent oral and written communication skills;
  • Highly organized with attention to detail;
  • Strong skills in Microsoft Office applications (Word, Excel, PowerPoint, Forms, and Shared);
  • Ability to work independently, prioritize, and multi-task;
  • Flexible and solution-oriented;
  • Work well as part of a team;
  • Professional attitude and demonstrated ability to manage sensitive and confidential information.
  • Fluency in Spanish and English, preferred.
