The United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA) comprises about 250 staff from diverse countries and cultures, based across four prominent duty stations (New York, Geneva, Bangkok, and Nairobi). The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $100+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber, and commodities. This position is located in the Business Support Section (BSS), which provides administrative support services to Pension Administration (PA) and the Office of Investment Management (OIM) of the United Nations Joint Staff Pension Fund. The incumbents will report to the Chief of the Business Support Section. ResponsibilitiesWithin delegated authority, the Human Resources Officer will be responsible for the following duties: โข Implement the design, development, delivery, and evaluation of training, learning, and development, in line with the Fund's learning and development strategic priorities. These programmes encompass a range of activities, including, inter alia, technical and substantive training, leadership and management training, and organizational development courses. The incumbent will also support wellbeing activities for the Pension Fund โข Identify the need for new or modified training policies and practices, work with Services and staff to identify future training requirements, and develop strategies to meet them โข Provide inputs into the preparation and monitoring of the Fund's training budgets. โข Process training proposals and request and follow up with specific focal points to ensure that training guidelines are adhered to โข Develop and upgrade instructional/training materials for training, learning, and development programmes, promote the services of the training component through various initiatives and marketing platforms, and update activities and accomplishments โข Provide advisory services to managers and staff, to ensure that training and development meet current needs and anticipate, to the extent possible, future needs. โข Develop tools and participate in assessing training needs, collecting and collating required inputs, and preparing relevant reports โข Monitor and evaluate the effectiveness of training, learning and development activities and develop appropriate reports โข Coordinate administrative and logistical support for the delivery of training programmes and team activities; this may include completing requirements in recruiting consultants and training service providers โข Coordinate the organization and conduct of development initiatives such as mentoring, induction, and capacity-building for all staff โข Collaborate with other functions, including the Focal point for women, Staff Counselor, Culture focal points, OHR, DOS, and training focal points of other UN-related entities, to ensure that cross-cutting concepts are incorporated into the design and development of programmes โข Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting โข Assist the Fund to provide responses on training-related questions from auditors and Governing Bodies โข Assist with recruitment, onboarding, performance management or any other HR related activities as needed. โข Performs other duties as required.
