The International Water Management Institute (IWMI), a CGIAR Research Center is seeking a motivated and detail-oriented professional to join our HR team and be responsible for administering a high-volume of global complimentary workforce contracts from our headquarters in Battaramulla, Sri Lanka.
The successful candidate will be responsible for implementing efficient and accurate consultancy contract administration in accordance with organizational directives and procedures to ensure the timely delivery of obligations to agreed-upon standards.
DUTIES & RESPONSIBILITIES:
- Drive accurate and complete consultancy process, prepare and process consultancy contracts in English, and handle payments for IWMI and hosted programs, ensuring that issuance, extensions/amendments, and payments comply with applicable policies and documentation management processes.
- Keep relevant stakeholders informed and up to date on consultancy processes and procedures, answering questions and advising project leaders to ensure high-quality client service.
- Liaise with other support services to ensure an efficient process for initiating and progressing consultancy contracts. This includes working closely with the Finance Department to initiate and execute due payments in a timely manner, coordinating with the Human Resources Office for any people-related issues, administration of procurement requirements, and collaborating with the Program Office on project end dates and budget matters.
- Further competitive selection process for consultancies and consultancy roster expansion serving as a liaison with consultancy candidates to ensure selection, negotiations and amendments are completed in a timely manner.
- Maintain records/database of consultancy contracts, ensuring access to appropriate stakeholders. This includes maintaining a Register of Consultants that incorporates feedback from relevant supervisors regarding output quality and performance. Continuously integrate performance feedback and update the Consultancy Roster as it develops.
- Initiate and implement appropriate inputs into the Enterprise Resource Planning (ERP) system, collecting required documents and information to facilitate simple and effective processing of consultancy and other complementary workforce contracts.
- Raise issues with relevant stakeholders as needed and promptly resolve problems while keeping all relevant parties informed.
- Provide regular and ad hoc reports, including cash flow estimates, government reports, summary reports, gender and diversity information, etc.
- Contribute knowledge to broader HR/IWMI issues as they relate to the procurement of consultancy services.
- Communicate and train IWMI staff to keep them informed of relevant updates to processes and procedures through effective communication channels.

This is a nationally recruited position and only Sri Lankan nationals will be considered. The duration of the contract will initially be for a period of three years with the possibility of extension.
