Mission and objectivesAt the heart of UNICEF's work is the program countries. Each office works in line with UNICEF's mission as part of a specific program of cooperation with local governments. Their work is based on a five-year plan based on a situation analysis and is provided with technical assistance by the regional offices. UNICEF's work is part of other UN activities in the country.

UNICEF Global Shared Services Centre (GSSC): Established in 2016, the UNICEF Global Shared Services Centre (GSSC) has become an essential service provider for UNICEF offices globally. By adopting best practices from shared service centers, UNICEF is expanding the GSSC's role to consolidate transactional and common activities into a unified, globally integrated business services unit. This unit is based on principles of consolidated technologies, embedded analytics, end-to-end process optimization, global process ownership, and integration. The GSSC is committed to advancing business process improvement and innovation, including developing new business solutions through process redesign and optimization, system integration, workflow digitization, and the adoption of cutting-edge technologies like robotic process automation, artificial intelligence, and advanced data analytics. The center maintains a strong focus on enhancing processes and services. Purpose of the Assignment Recruitment Administrative Services (RAS) provides comprehensive services, from advertising positions to issuing job offers for onboarding. As part of UNICEF's HR transformation and the OneHR strategy (2022-2025), this initiative enhances our global HR delivery model. It supports a people-centered HR function that excels in strategic talent management, accelerating results for the children we serve.

Task DescriptionWithin the delegated authority and under the supervision of the Human Resources Manager, theHuman Resources Officer will perform the following tasks: โ€ข Liaising with hiring managers for assigned posts to plan for and initiate recruitment process. โ€ข Implementing recruitment steps (reviewing internal priority candidates if any, advertising the post, longlisting, supporting hiring managers in assessing candidates, writing selection reports, guiding hiring managers to check reference, etc.). โ€ข Drive a strong talent assessment process and rigor. โ€ข Screen, evaluate and qualify candidates, including conducting in-depth candidate interviews to develop a deep understanding of candidate qualifications and competencies. โ€ข Create a diversity sourcing strategy for the designated business groups; this includes building strong external partnerships with diverse associations. โ€ข Develop sectoral/ functional rosters and databases of suitable candidates, constantly engaging with active job seekers open to take on roles within 10 days of engagement with the recruiter with approval from the Recruitment hub lead. โ€ข Processing approvals (obtaining technical clearance, submitting documents in TMS, following up with approving authorities as necessary). โ€ข Upon approval of the recruitment, routing the case to GSSC to further processing; following up with GSSC to process offer. โ€ข Create dashboard to monitor progress of approved recruitment cases. โ€ข Providing inputs to Recruiter to update the master recruitment plan and progress. โ€ข Carry out periodic surveys for clients to make sure their needs are being met and receive feedback on the recruitment hub workflow, performance, suggestions etc. โ€ข Develop, maintain, and update the Recruitment Monitoring tool of the hub. โ€ข Collect and Analyse data within the hub of all recruitment cases and prepare reports Recruitment Hub lead. โ€ข Additional Responsibilities from Phase 2 Automation Project: โ€ข Support the development, testing, and deployment of Phase 2 automation tools for the RAS project. โ€ข Support the design and implementation of dashboards to visualize SLAs and KPIs related to the automation tools. โ€ข Develop and maintain performance metrics to collect user feedback and measure the impact and efficiency of the tools. โ€ข Generate regular reports on the performance of the automation tools, providing insights to stakeholders. โ€ข Collaborate with the RAS project team to ensure seamless integration of the automation tools into existing workflows. โ€ข Collaborate with the Communication and Change Management team in developing and delivering communication plans to keep stakeholders informed about the project's progress and benefits. โ€ข Provide training and support to users on how to effectively use the new RAS tools. โ€ข Support in addressing any concerns or resistance to change and work to facilitate a positive transition. โ€ข Ensure that all stakeholders are aligned on the goals and objectives of the project. โ€ข Specific work conditions: The HR Officer (RAS) is expected to work shift-based, accommodating the time zone of the respective Region. Flexibility to work in shifts in any specified time range as assigned within 7am and 7pm CET is required. Under the direct supervision of Recruitment Administrative Services (RAS) Manager, the UN Volunteer will: โ€ข Be accountable for leading and managing a recruitment team that, in a very efficient way and client-oriented approach, support, facilitate the recruitment for allocated Offices positions (GS, NO, and IP) and to assist in scaling up personnel capacity at the country office level. โ€ข The UNV Volunteer/HR Officer will be responsible for developing actionable recruitment strategies and building and implementing proactive recruitment plans to address critical talent gaps, helping offices assess and select talent for both todayโ€™s and tomorrowโ€™s business needs. The UNV will also be accountable for the knowledge transfer and capacity building of the RAS Team.

The city is well-connected with major European and international destinations via regular air travel. It enjoys a temperate climate with four distinct seasons. Accommodation is widely available and varies in style and cost, with modern utilities, reliable electricity, and clean water. The cost of living is moderate, and there is a wide range of food and entertainment options. High-quality healthcare, banking, and communications infrastructure are readily accessible. Working at GSSC offers a rewarding experience in a culturally rich setting, requiring adaptability and a global mindset. Initial contract is issued upon start of assignment for the period indicated above. The contract can be extended depending on continuation of mandate, availability of funding, operational necessity and satisfactory performance. However, there is no expectancy of renewal of the assignment. UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteerโ€™s service.
