Background

The Talent Acquisition and People Programme (TAPP) works to enable the development of new strategic staffing and talent acquisition initiatives with a view to build a Centre for Excellence in Talent Acquisition and Management that caters to UN system agency clients as well as other potential partners.

TAPP manages people programmes, including the Junior Professional Officer, Specialist for Development and Senior Technical Expert Programme, and provides end to end HR services to donors, UN agencies and staff members hired under these programmes. Services include HR administration, recruitment, advisory, learning and career development support.

The TAPP/JPOSC equally supports corporate entry level talent programmes such as the African Young Women Leaders Fellowship Programme (AfYWL) and new UNDP Graduate Programme.ย 

The AfYWL Fellowship Programme is a joint programme of the African Union Commission and UNDP Regional Bureau for Africa, RBA. The Programme seeks to:ย 

i) equip outstanding young women leaders with the leadership skills and experience required to advance the SDGs and contribute effectively to decision making in public, private and multilateral institutions;

ii) create a diverse pool of talent to enhance UNDPโ€™s organisational efficiency and contribute to more responsive and effective policies and programs; andย 

iii) develop a network of African young women professionals that engages in promoting innovative, sustainable and inclusive development through South-South development exchange.

The third cohort of AfYWL Fellows is completing their assignments during Q2 2025. The recruitment process for the fourth cohort will soon be launched, with onboarding expected in Q4 2025. This recruitment is anticipated to be a high-volume, with expected amount of candidates up to 15,000 applications and final placement of up to 40 AfYWL Fellows under Cohort 4.

Duties and Responsibilities

The HR Analyst will overseethe implementation of the AYWL Fellowship Programme. The HR Analyst will engage in the facilitation and delivery of the high volume assessment and selection ย process of Cohort 4, as well as ongoing delivery of HR services to the participants in the AfYWL Programme. Specifically, the HR Analyst will provide HR services ensuring high quality, accuracy and consistency in delivery of HR support.ย 

Under supervision of the Chief and HR Specialist of TAPP/OHRย  and in coordination with RBA, Regional Bureau for Africa the HR Analyst will oversee all operational aspects of recruitment, including vetting and screening of candidates, planning, organizing and facilitating the execution of the Recruitment Strategy. Hereunder, pre-recorded interviews,ย  interacting with candidates, coordinating with receiving offices/hiring units as well as other stakeholders.

The HR Analyst will oversee timely onboarding, issuance of Undertaking Letters and drive both development and the implementation of contract administration, benefits, and related payroll/payments for the AYWL Fellows, cohort 4. Additionally, the HR Analyst will lead the learning,development and career support to the AYWL Fellowship Programme, hereunder identification, development and coordination of learning activities and outreach in collaboration with the ย Juniro Professional Officer Service Centre (JPOSC) ย Learning Analyst, RBA and the HR Specialist.

The HR Analyst promotes a collaborative, client-oriented approach and promotes the maintenance of high staff morale.

Key Duties and Accountabilities

1. Ensures implementation of HR strategies and optimization of business processes on Young Talent

Programmes, including:

โ€ข Ensures full compliance of HR processes and records with UN/UNDP rules, regulations, policies, admin guidelines and strategies.

โ€ข Acts as a focal point on all matters related to the HR services provided by TAPP/JPOSC on the implementation of the AfYWL Fellowship Programme.

โ€ข Provides input to TAPP business processes mapping/Standard Operating Procedures (SOPs)ย 

โ€ข Contributes to the implementation and updates of the UNDP Corporate Fellowship policy.

โ€ข Proposes/leads innovative ideas for streamlining of procedures to deliver optimal client service and process improvements.

โ€ข Supports/leads development of Fellowship administration module in new Oracle ERP platform.

โ€ข Supports ongoing recruitment activities on Young Talent Programmes as assigned by HR Specialist and Head of TAPP.

2. Oversees Assessment and Selection of Fellows under the AfYWL Fellowship Programme

โ€ข Ensures the operational aspects of recruitment,ย including vetting and screening of candidates in accordance with the established recruitment strategyย 

โ€ข ย Acts as focal point for communication with candidates in process, RBA and relevant other stakeholders.

โ€ข Collaborates with external provider on designing, coordinating and organizing a strengths-based test, pre-recorded video interviews and undertaking qualitative review of applications based on eligibility requirements

โ€ข ย Prepares regular monitoring reports with key data on applicant pool after each stage of the assessment process

โ€ข Coordinates designing, planning, organizing and facilitating pre-recorded interviews including technical component in collaboration with external provider.

โ€ข ย Facilitates collecting and verifying references for all candidates in scope of final consideration.

โ€ข ย Supports finalization of pool of candidates for the AYWL Cohort Roster and matching of candidates against available positions

Maintaining candidate records and prepare candidate presentation packagesย 

3. Implementation of HR services focusing on achievement, including:

โ€ข Promotes a client-oriented approach consistent with UNDP rules and regulations

โ€ข Provides high quality advice to Clients and Partners on emerging queries related to the Fellowship Programme.

โ€ข Leads successful onboarding and off boarding of incoming Fellowship Cohort, hereunder duty station/supervisor preparedness as well as induction and administrative procedure.

โ€ข In line with SOPs/Guidelines/Practices Reviews and implements entitlement requests, Processes requests of Monthly Stipend payments, Payment reimbursements (F.10), facilitate issuance of visas, support on security clearance, etc.

โ€ข Holds oversight and manages applications for learning activities against the Fellowship learning budget, and processes due reimbursement claims (F.10)

โ€ข Upon Oracle ERP Module availability, maintains HR data in Oracle ERP and validates payroll. Follows up on missing information/documentation to support data entry.

โ€ข Generates required HR reports for monitoring purposes in TAPP/JPOSC and RBA.

โ€ข Maintains proper filing system for HR records and documents in CARE/UN All.

โ€ข Ensures regular outreach to clients and partners on the Fellowship programme framework, entitlements and keeps them informed of work progress;

4. Develop, support and deliver learning,development and career offerings, including:

โ€ข Identifies and designs a learning and development outreach programme to the AfYWL Fellows in collaboration with JPOSC Learning Analyst, TDU (Talent Development Unit) and HR specialist

โ€ข Ensures outreach and promote relevant learning/development and career activities within the governing learning budget of the Fellows.

โ€ข Collaborates with RBA AYWL Project Manager on design and delivery of induction programme as well as other learning programs initiated by RBA and AU.

โ€ข Provides advisory and oversight on learning activities to the AYWL Fellows, Supervisors, and partners in alignment with established procedures/SOP and collaboration with RBA.

โ€ข Builds and facilitates networks and community among AYWL Fellows.

โ€ข Develops and provides career development support to AYWL Fellows in alignment with Career offerings for young talent pipelines

5. Facilitation of knowledge building and sharing, including:

โ€ข Analyzes the processes and HR policies, identifies areas for improvement to simplify procedures.

โ€ข Contributes to process re-engineering and improvement of on-going processes to increase efficiencyย 

โ€ข Supports building and refining knowledge base within the HR environment

โ€ข Develop FAQ section on Fellowship Programme for publishing on JPOSC website.

โ€ข Maintain/develop established procedural guidelines, procedures, templates, and administrative framework for AfYWL Fellowship programme.

The incumbent performs other duties within their functional profile as deemed necessary for theefficient functioning of the Office and the Organization

Institutional Arrangement

The HR Analyst will be placed with TAPP/JPOSC and work under the overall guidance of the HR Specialist overseeing the People Programme Pillar/JPOSC of the TAPP team.

The HR Analyst will collaborate closely with External provider on assessment and selection, as well as the designated RBA Project manager on the AfYWL Programme.

Required Skills and Experience

Education:

Advanced university degree (masterโ€™s degree or equivalent) in Human Resources Management, Business, Public Administration or related field is required. OR A first-level university degree (bachelorโ€™sย degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of a masterโ€™s degree

Experience:

Minimum of 2 years (with masterโ€™s degree) or 4 years (with bachelorโ€™s degree) of relevant professionalย experience in HR, administration and recruitment support at the international level is required Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web-based management systems is required. UN knowledge or experience would be desired.ย  Demosntrated experience and knowledge of UN Staff Rules and Regulations, UNDP HR administration would be a strong advantage. Experience with administration of early talent programmes (Fellows, JPOs, Interns) would be a strong advantage. Experience with administration and coordination of recruitment processes, including interview coordination, reporting and reference-taking in an international organization is highly desirable Experience with designing, delivering support on learning & development activities would be an advantage. Applied knowledge of UNDP Quantum system or Oracle Cloud highly desirable

Language:

Fluency in English requiredย  working knowledge of French and/or Spanish would be an advantage
