East Asia and Pacific Region

The East Asia and Pacific Region (EAP) is a highly diverse region, with countries of all income levels and wide differences in resource endowments, human capital, and institutional capacity. The Health Nutrition, and Population (HNP) Global Practice in EAP has a large lending and advisory services and analytics (ASA) portfolio. The HNP Practice is actively engaged in most countries in the region, often at the subnational level. The EAP HNP strategy has the objective to improve HNP outcomes and make progress towards UHC, enhancing the performance and resilience of health systems in financially affordable and sustainable ways. Unit Context:

Mongolia has implemented significant health reforms over the past decade, with improvements in health service coverage and 95 percent of citizens are now covered by social health insurance. Premature deaths are largely driven by noncommunicable diseases with preventable risk factors. While health spending is primarily public and domestically funded, high levels of out-of-pocket payments are still a major concern and there is room to improve spending efficiencies. The World Bankโ€™s Health, Nutrition and Population program in health in Mongolia is mainly focused on technical assistance and advisory services in the areas of health financing reform, emergency medical services, hospital reform, and strengthening public health measures. There are opportunities for future lending operations.ย 

We are looking for a Senior Health Specialist/Economist to support the World Bankโ€™s Health, Nutrition, and Population (HNP) portfolio in the East Asia and Pacific (EAP) region, with a particular focus on the portfolio in Mongolia. This role will involve leading and contributing to analytical work and technical, engaging in policy dialogue with government counterparts, and partners, working effectively with development partners, and contributing to health sector operations. The position is based in Ulaanbaatar, Mongolia, and the selected candidate will report to the HNP Practice Manager based in Bangkok. A 2-year term appointment will be offered to the successful candidate, with the possibility of extension dependent on business and performance.

Duties and accountabilities:

โ€ข Lead and contribute to high-quality analytical and advisory services focusing on health systems strengthening, health financing, health service delivery, public health, and linking health to broader human development issues.

โ€ข Contribute to the conceptualization and development of potential new IBRD-funded health projects / operations in Mongolia, engaging closely with client ministries (such as the Ministry of Health and Ministry of Finance)ย 

โ€ข Lead and contribute to multisectoral engagements โ€“ in health, education, social protection, poverty โ€“ to advance the broader human capital agenda in Mongoliaย 

โ€ข Coordinate with development partners, and other parts of the World Bank Group, to strengthen collaboration and align efforts in health and nutrition initiatives.ย 

โ€ข Contribute to regional capacity-building activities, including organizing and contributing to workshops and seminars to enhance knowledge-sharing across countries in the East Asia and Pacific region.

Selection Criteria

โ€ข A Masterโ€™s degree in economics, public health, health policy, or a related discipline, with at least 8 years of relevant experience is required. A PhD in economics, public health, health policy, or an MD with health sector experience is highly advantageous and would bring added depth to the role.

โ€ข In-depth knowledge of and experience with health sector challenges is essential, including health system strengthening, health financing, primary healthcare, and health service delivery reforms. The candidate should be able to apply this knowledge to support health system improvements.

โ€ข Proven ability to effectively engage and collaborate with a wide range of stakeholders, including senior government officials, private sector partners, and development partners. The candidate must be skilled in fostering strong relationships and facilitating multi-party discussions.

โ€ข Demonstrated track record in conducting complex analytics and translating findings into clear, actionable, and user-friendly written outputs. The ability to inform and influence high-level policy discussions through both written and oral communication is critical.

โ€ข A strong record of accountability and high standards for work products is essential. The candidate must show proven ability to meet deadlines, manage competing priorities, and collaborate effectively within a team, ensuring the delivery of high-quality outcomes.

โ€ข Experience in working in and on the health sector in Mongolia is required. Experience working on health sector development challenges in other countries in the East Asia and Pacific region (or beyond) would be advantageous.

โ€ข The candidate should be familiar with project design, implementation, monitoring, and evaluation within the context of the projects of multilateral development banks and/or bilateral development partners. Experience with World Bank operational procedures, processes, and project cycles would be an asset.
