Organization Context and Scope

Under the direct supervision of the Health Finance and Administrative Officer (MAC) and overall supervision of the Finance Officer (HQ), as well as in close coordination with the Senior Resource Management Officer of MAC and other Units in Manila Administrative Centre (MAC) as well as MHD colleagues at Headquarters (HQ), and the field, the Health Finance Officer (Quality Assurance) will be accountable and responsible for monitoring, analyzing and reporting on administrative and financial aspects of IOM migration health projects. The successful will also contribute to the overall management and supervision of the Global Health Programme Monitoring and Admin-Finance Support (PAF) team of MHD based in MAC.ย 

Assist in monitoring the functions and processes of the PAF Unit, checking alignment with IOM Procedures and Instructions, and encouraging collaboration and best practices among team members.ย Deputize the Health Finance and Administrative Officer (MAC) in the operations and the management of PAF team within delegated limits.Support the supervisor by conducting assigned briefings and training sessions for newly recruited staff in the Unit and participate in reviewing the work outputs of the PAF Teams before their submission to MHD HQ or donors.Administer the financial budgeting, monitoring, invoicing and reporting for MHD programmes, and provide inputs to support fee structure analysis and budget exercises for the Global Health Assessment Projects (GHAPs), Canada Pre-departure Medical Screening and related initiatives.ย Undertake preliminary forecasts as required and suggest recommendations that may be used to facilitate the decision-making process.ย Collect and compile financial data necessary for IOM documents, such as budgets, annual performance reports, donor appeals, or updates to policies and standard operating procedures.ย Collaborate on the design and enhancement of user-friendly financial templates and dashboards.ย Recommend internal control improvements that comply with IOM and donor financial reporting requirements.ย Assist internal and external auditors regarding the migration health programs and implement audit recommendations.ย Implement record retention and backup systems for both historical and active files related to global migration health programs.ย Monitor the timely and accurate review, consolidation, and submission of invoices in compliance with donor requirements.ย Prepare and submit the monthly salary projectization for MHD HQ and MAC staff to the Manila Human Resource Office (MHRO).ย Provide financial guidance to field missions in close coordination with the supervisor.ย As needed, travel to field offices to provide technical support and guidance for the financial management processes of MHD program implementation.Review and recommend improvements to HAP financial management workflows.ย Participate in the investigation of HAP related financial incidents as required.Review PAF related Standard Operating Procedures (SOPs) and recommend improvements as needed.Monitor the creation, revision, and closure of MHD PRIMA projects and promptly bring issues regarding compliance with established procedures and deadlines to the attention of the supervisor.Perform such other duties as may be assigned.

Education

Masterโ€™s degree in Business Management or Administration, Finance, Accounting or a related field from an accredited academic institution with two years of relevant professional experience; or,University degree in the above fields with four yearsย [CN1]ย of relevant professional experience.Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

Extensive experience in financial/budgetary monitoring, invoicing and reporting for migration health programmes in the field, particularly with the Global Health Assessment Projects, Canada PDMS, Cooperative Agreements and/or Global Fund projects required; and,Experience in conceptualizing, designing and delivering training programmes or webinars is desired.

Skills

Excellent communication skills both oral and written;Computer literacy including knowledge of Oracle Cloud and proficiency in MS Office applications; advanced MS Excel knowledge in macros;Knowledge of IOMโ€™s regulations, policies and procedures;Knowledge of accounting systems, generally accepted accounting principles, business risk controls, and audit/review procedures;Ability to analyze and interpret source information and data; and,Analytical thinker capable of designing, reviewing and revising business processes to achieve efficiency.

Language

IOMโ€™s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French or Russian) is an advantage.
