Head, Seibersdorf Laboratories Services Section(P5)

Organizational Setting

The Department of Management’s Division of General Services (MTGS) provides support functions to the IAEA through its four Sections, namely the Archives and Records Section (ARMS), the Commissary Management Section (CMS), the Facilities Management and General Support Section (FMGSS) and the Seibersdorf Laboratories Services Section (SLSS). Among the five Sections, the Seibersdorf Laboratories Services Section (SLSS) provides site operation technical and administrative services to the work of the IAEA’s laboratories. SLSS services include facilities, technical, engineering, property and transport management, and site security through its management of the Seibersdorf Protective Force (SPF). The Section has a diverse complement of 35 staff, including technicians, drivers, procurement assistants and IT support. The armed SPF provides around-the-clock security for the site.

Main Purpose

Reporting to the Director of General Services, the Section Head provides leadership to SLSS staff and contractors in the supervision and execution of all matters related to the site services required for sustained safe and efficient operation of the Seibersdorf laboratories, which include the development of strategic initiatives and plans, coordination with constituent Departments, liaison with civil authorities, and the VIC-based UN Safety and Security Services (UNSSS). 

 

Role

The Section Head is: (1) a team leader, ensuring prompt and efficient service delivery, and supporting staff development; (2) an adviser to the Director of General Services (DIR-MTGS) on strategies and issues related to site operation services at the Seibersdorf laboratories;(3) a manager responsible for effective human and financial resource management; and, (4) a coordinator of engineering, safety and security delivery.

Functions / Key Results Expected

• Lead the SLSS in the strategic vision for the achievement of management results at the Seibersdorf laboratories. 

• Plan, organise, manage and evaluate the work of the team, continually reviewing effectiveness, focusing on priorities and driving for excellence in line with the IAEA's quality management and results-based programming approach. 

• Plan and manage all activities related to facility management, buildings maintenance, infrastructure development, utilities provision, local procurement, as well as information and communication technology to ensure efficient operation of the laboratories. Ensure that existing processes are regularly reviewed and develop, or approve, proposals for continuous improvement to create a best practice environment. 

• In consultation with the IAEA Central Security Coordinator (CSC) and Austrian authorities, plan and coordinate the implementation of a broad range of security, safety, and emergency measures required for the safe operation of the laboratories in compliance with UN and national regulations, entailing significant financial responsibility. 

• Contribute to the establishment of procedures for handling the disposal of dangerous materials and coordinate their implementation, subject to stringent oversight. 

• Organise and supervise the logistics of training courses, seminars and lectures at the laboratories. 

• Keep abreast of best practices in engineering, safety management and site operations, and seek continuous technology and process improvement in the delivery of services.

  Qualifications, Experience and Language skills

• Master's Degree - Advanced university degree (or equivalent) in technical engineering, facility management, business or public administration, or other relevant area(s).

At least 10 years of progressively relevant professional experience, including at least 5 years in an international context. 

Demonstrated experience in leading and managing medium to large teams.

Experience with quality assurance and industrial safety highly desirable. 

Excellent oral and written command of English. 

Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $101540 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 55339*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
