This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank, is seeking to recruit for its Secretariat General Directorate (SG), Communication Department (COM), Media Division (MEDIA) at its headquarters in Luxembourg, a Head of Media Division*.
This is a full time position at grade 7 for which the EIB offers a permanent contract.

Purpose
You will lead the EIB Groupโs engagement with national and international media, driving visibility, credibility, and public understanding and support of the Bankโs mission and impact across the EU and globally. You will be in charge of a team of about 30 press officers based in Luxembourg and in EU and worldwide offices. As a member of the Communication Departmentโs senior management team, you will play a key role in shaping the EIB Groupโs communication strategy and institutional messaging, ensuring alignment with its evolving priorities as the European Unionโs financing arm, and in ensuring consistent messaging across channels.
Operating Network
You will report to the Director of Communications. Internal contacts include EIB Group Management Committee members, senior management, experts, and staff from all EIB and EIF departments, and close coordination with other managers and teams in the communications department. External contacts include peers in EU institutions and International Financial Institutions, and European, international and national media.
Accountabilities
Lead the Media Division in delivering an effective, results-oriented media strategy that maximises visibility, audience reach, and support for the Bankโs strategic goals.Manage media relations in line with the Bankโs corporate communication strategy, building and nurturing strong, trusted relationships with key journalists and media outlets in Europe and beyond.Proactively identify and develop media opportunities through campaigns, storytelling, and issue-framing aligned with organisational priorities.Ensure the effective organisation and execution of high-profile media activities, including press conferences, interviews and media briefings.Oversee the preparation and quality control of media materials, including press releases, Q&As, lines-to-take, responses to media inquiries, and presentations.Contribute to the drafting and framing of communication materials, including briefings and talking points for senior management.Provide expert advice on media, communication and visibility and image issues to the President, Management Committee members and senior staff.Contribute to managing risks to the Bankโs public image, including (media) crises communication and rapid response coordination, ensuring credible and effective communication.Lead, inspire and coach a diverse team of experienced media professionals, fostering a culture of excellence, collaboration, accountability and continuous learning.Support the Director in developing and implementing a comprehensive communication strategy that advances the EIB Groupโs mission, values, and strategic priorities.Ensure the Media Division is equipped to adapt to digital innovation, changing media habits, and evolving communication needs. Ensure resource efficiency and alignment with the EIB Groupโs business priorities, including planning, budgeting, and procurement.Foster consistency, collaboration, and a strong team spirit.Collaborate closely with other divisions and teams within the Communications Department to ensure coherence and amplification of messages across all channels. Represent the Communications Department in internal meetings and committees as appropriate.Qualifications
University degree (minimum an equivalent to a Bachelor) preferably in public relations, journalism, political sciences, or economics.Minimum 10 years of relevant professional experience in journalism, media or communications.Extensive network of contacts among key European and global media outlets, specifically within Brussels-based international correspondents, and European Institutions and/ or other International Financial Institutions is a distinct advantage. Experience or proven ability in managing and coaching staff, ideally in multicultural environments or international organisations (e.g. contribution to: determining team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback).Demonstrated ability to communicate effectively with media and a wide range of public audiences. In-depth understanding of traditional and new media channels, tools and trends, including the impact of digital transformation on media production and consumption. Strong writing skills, with proven ability to draft speeches, opinion pieces, and press materials on complex political and economic topics. Sound knowledge of the EU institutional and political landscape. Solid understanding of financial, economic, and political issues relevant to the EIBโs work.Experience managing sensitive issues and providing reputational risk and crisis communication support. Established network of peers in communication roles in other EU institutions and MDBs preferred.Excellent knowledge of English and/or French (***) with a good command of the other. (***) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development.
