PURPOSE
The Head of the Green Voluntary Carbon Market (GVCM) Secretariat and Coordination Unit is responsible for the overall management and successful establishment and operation of the initiative. The role involves leading the global expansion of the GVCM, building a credible and transparent carbon market mechanism, and ensuring its alignment with major international climate frameworks and stakeholders. The Head will drive the strategic development and operational integrity of the market systems that underpin the GVCM.
ENGAGEMENT
The Head of the GVCM Secretariat and Coordination Unit will:
Lead International Alignment and Strategic Partnerships: Serve as the primary focal point for cooperation with the UNFCCC, ensuring the GVCM initiative is strategically aligned with the Paris Agreement and relevant UNFCCC processes. In parallel, build and manage high-level partnerships with multilateral institutions, governments, and private sector entities to foster broad participation. Manage Public and Private Sector Coordination: Place a strong emphasis on securing active engagement from member country governments, recognizing their critical role in the success of the GVCM. Strengthen collaboration among these Korean stakeholders, governments, public institutions, international financial institutions, and the private sector to enhance carbon-market readiness and mobilize financing for emission reduction and removal projects. Lead the GVCM Secretariat and Coordination Unit: Establish and operate a secretariat responsible for the day-to-day management of the GVCM. This includes guiding a potential dedicated coordination unit (e.g., a โGVCM Task Forceโ) to ensure seamless execution of its functions. Drive Internal Coordination: Ensure seamless coordination with other relevant internal departments (e.g., legal, communications, country teams) to guarantee that all GVCM operations are compliant and fully integrated with the organization's systems and policies. Provide Team Leadership and Mentorship: Lead, mentor, and guide the GVCM Secretariat and Coordination Unit team, fostering a collaborative and high-performing environment to achieve the initiative's strategic objectives.

REQUIREMENTS
Qualifications
Master's degree or equivalent in Economics, Climate Finance, Public Affairs, or a related field. A minimum of 12 years of professional experience spanning climate finance, public finance, carbon markets, or related fields, with a proven ability to integrate these complementary domains. Extensive experience in public financial management gained in close cooperation with, or within, government bodies to engage governments and foster a fiscal policy environment for the carbon market ecosystem. Demonstrated track record of high-level engagement with governments, multilateral climate funds (e.g., GCF, AF), and key stakeholders within UNFCCC processes. At least 5 years of proven experience in a managerial or leadership capacity.Functional
Deep, technical understanding of voluntary and compliance carbon market mechanisms. In-depth knowledge of the Paris Agreement (especially Article 6) and its implications for international carbon markets. Demonstrated understanding of public financial management to align the GVCM with national fiscal policies and facilitate the development of a comprehensive carbon market ecosystem, including national supportive funds and credit trading. Demonstrated ability in strategic planning, program management, and team leadership. Strong track record of building and managing complex multi-stakeholder partnerships. Strong knowledge of monitoring and evaluation systems within a performance-based management context.Corporate

Ability to develop, maintain, and strengthen collaborative relations with others inside and outside the organization. Fluency in English and Korean is essential. Appointment of this position is subject to GGGI securing funding.
WORKING CONDITIONS
The Head of the Green Voluntary Carbon Market (GVCM) Secretariat and Coordination Unit is an X11 National Scale of Republic of Korea grade level in GGGI's salary scale. For X11 National Scale of Republic of Korea grade, the base salary starts from USD 106,680. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. In addition, GGGI provides expatriate benefits such as expatriate allowance - equivalent to 20% of the base salary, educational allowance, and other benefits (terms and conditions are to be reviewed in a case-by-case situation).
