Since joining GGGI in 2012, Papua New Guinea (PNG) has embarked on a partnership to foster sustainable and inclusive economic growth. GGGI established its presence in PNG in 2018, working closely with the government to integrate climate-resilient green growth (CRGG) strategies and execute green growth projects by mobilizing climate finance and investments. The GGGI PNG main office is strategically positioned within the Climate Change Development Authority (CCDA) of the Government of Papua New Guinea, with additional presence housed within the Bank of Papua New Guinea.
GGGI PNG is currently implementing several national and regional projects, with The Inclusive Green Finance Project (IGFP), co-funded by the Agence Franรงaise de Dรฉveloppement (AFD), being one of the flagship initiatives under the GGGI PNG Program. The Green Finance Centre (GFC) was established under the IGFP and aims to enhance the financial ecosystem in PNG by integrating green finance principles, creating an enabling environment to mobilize climate finance, and promoting green investments in the country. The GFC is strategically located within the Bank of Papua New Guinea providing GFC a platform to collaborate with financial stakeholders and advance green financing initiatives at interanion, national and sub-national levels.
To support the effective implementation and operational efficiency of the GFC, GGGI is seeking a dedicated Green Finance Specialist. This national position will play a critical role in implementing the IGFP and integrating the Green Taxonomy into PNGโs financial landscape. While this position is embedded within GFC, it remains integral to the GGGI PNG Program, supporting GGGIโs broader climate finance and green investment efforts. The incumbent will work closely with the GGGI PNG team and collaborate with GGGI teams across the Pacific, other regions, and HQ, ensuring strong program alignment and technical coordination.
PURPOSE
The Green Finance Specialist will play a key role in strengthening green finance and investment initiatives in PNG, supporting the implementation of the Inclusive Green Finance Project (IGFP) and enhancing financial institutionsโ capacity to integrate green finance principles into lending and investment portfolios. The incumbent will be based at the Green Finance Centre (GFC) and will report directly to the Head of GFC, while collaborating closely with GGGI Investment Advisors at the PNG Program, the Green Investment Services (GIS) Regional Technical Lead for the Pacific and engaging with the PNG Country Representative on overall program alignment. The Specialist will:
Work closely with financial institutions to identify and develop green lending portfolios, including the design of green loan products and the assessment of existing and potential green investment opportunities. This role involves providing advisory support to financial institutions and private sector actors, assisting them in preparing green business proposals and market analyses, and ensuring their alignment with sustainable finance principles. Contribute to developing business cases, investment documentation, and conducting pre-feasibility and bankability assessments for bankable project pipelines. This includes analyzing project opportunities, competitive strengths, and weaknesses of green investment projects and their sponsors, ensuring alignment with PNGโs financial landscape and GGGIโs climate investment priorities. Focus on strengthening PNGโs financial ecosystem by identifying and operationalizing innovative financing mechanisms, particularly in climate and biodiversity finance. This includes supporting the administration of the Green Refinancing Facility and similar initiatives, ensuring that sustainable financial solutions are effectively integrated into PNGโs financial sector. Lead and coordinate capacity-building activities, training sessions, and workshops for BPNG, financial institutions, and public/private sector stakeholders. These initiatives will focus on enhancing awareness and implementation of Environmental, Social, and Governance (ESG) Guidelines and green finance best practices within PNGโs financial ecosystem. Work closely with the GGGI PNG team, as well as regional and HQ colleagues, ensuring strong program alignment and technical coordination. While reporting to the Head of GFC, the Senior Analyst will also engage with the PNG Country Representative for overall program coherence and integration within GGGI PNGโs strategic priorities. The role requires regular engagement with government agencies, private sector stakeholders, and international development partners, ensuring PNGโs green finance efforts are effectively implemented and aligned with national and global climate finance priorities.
ENGAGEMENT
Engage closely with financial institutions, private sector stakeholders, and government agencies, including the Bank of Papua New Guinea (BPNG), the Centre for Excellence in Financial Inclusion (CEFI), and development finance institutions, to advance green finance initiatives in PNG. Support stakeholder mapping, analysis, and facilitation of discussions between investors, government, and key financial sector stakeholders to enhance collaboration and promote green investment opportunities. Acquire and apply technical expertise in sustainable finance and investment, gathering relevant information from various sources to support the design, development, and implementation of green finance programs. Work in close coordination with the PNG Country Representative and the team, ensuring that GFCโs activities align with broader programmatic goals and contribute effectively to GGGIโs green investment strategies. Support the delivery of components/workstreams within IGFP and GFCโs program, providing technical input and contributing to the successful implementation of green finance mechanisms and policies. Participate in capacity-building initiatives, policy dialogues, and stakeholder engagement activities to strengthen PNGโs financial ecosystem for climate and biodiversity finance. Collaborate with GGGI Investment Advisors, the Green Investment Services (GIS) Regional Technical Lead for the Pacific, and relevant experts at GGGI HQ, ensuring technical coordination and alignment with GGGIโs global green finance strategies.
DELIVERY
Ensure that all green finance initiatives and analytical work are aligned with the project cycle, workplan, and timelines, enabling timely delivery of outputs that support subsequent program activities. Assess delivery challenges and collaborate with national counterparts, financial institutions, and key stakeholders to strengthen coordination and alignment on project activities. Support the monitoring and evaluation of program outputs, ensuring that key deliverables contribute effectively to green finance mechanisms, investment pipelines, and policy implementation. Work proactively to identify risks, constraints, and opportunities in program delivery, implementing adaptive measures to ensure the successful execution of green finance initiatives under GFC and the broader GGGI PNG Program. Ensure that GFCโs initiatives are well-integrated within the GGGI PNG Program, contributing to cross-sectoral collaboration and alignment with other GGGI-led projects in climate finance, green investments, and sustainable development.
REQUIREMENTS
QUALIFICATIONS
Masters in International Business or Economics with further Financial/Economics training. At least 9-11 years of relevant experience in a financial institution, with a sound understanding of finance, and/or green investment with a solid understanding of various financial products, debt/equity instruments. Direct work experience with any of these products will be an advantage. Experience working directly with one or more Investment banks/ Private Equity/ multilaterals/Central Bank would be an advantage. Overall understanding of the concept of green growth and climate change vulnerability in the context of developing countries. Fluency in English and excellent presentation, communication and report writing skills are essential.

WORKING CONDITIONS
The Green Finance Specialist is an X10, international grade level in GGGI's salary scale with a starting salary of USD 58,046. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. The initial term of employment is for 2 years but can be extended subject to performance and budget availability.
