Organizational Setting
The main aim of the Food and Agriculture Organizationโs (FAOโs) Representation in Egypt, which is headed by an FAO Representative, is to assist the Government of Egypt to develop policies, programmes and projects to improve food security and nutrition, promote sustainable agricultural development, reduce rural poverty, develop inclusive agri-food systems and strengthen livelihood resilience โ in line with the Organizationโs Strategic Objectives and United Nationsโ global and Government of Egyptโs national Sustainable Development Goals.
FAO is implementing a project entitled \"EU for Hayah Karima - EU support to Rural Development, Climate Change Resilience and Nutrition\" in Upper Egypt. The Action is in line with a major Egyptian initiative, โHayah Karimaโ (Decent Life), launched in 2019 initially for five years, which seeks to improve the life and livelihoods of 57 million Egyptians in rural areas by renovating local infrastructures, upgrading basic services, and creating jobs.
The project will support rural development, food and nutrition security, and climate change resilience in 120 villages in Assiut, Sohag, and Qena governorates. It is focused on supporting the farmers in improving agriculture and irrigation techniques and rural communities' income generation through employment and skills development opportunities. FAO action will help in managing food losses through value chain analysis and value addition of income-generating crops, transformation of agricultural waste into economic secondary products, and strengthening the capacity of value chain actors in food safety and waste management.
The Governorate Coordinator will be based in Sohag or Qena. She/he will work closely with the project manager and project personnel.
Reporting Lines
The Governorate Coordinator will work under the direct supervision of the FAO Representative in Egypt, the day-to-day guidance of the Project Manager, and in close collaboration with the FAO country office and project personnel, as well as Government counterparts and all stakeholders.
Technical Focus
The Governorate Coordinator will be responsible for providing technical support and coordination of field activities related to the project, as well as monitoring, evaluation and timely reporting to project manager of any constraint with his/her suggestion to resolve field problems.
Tasks and responsibilities
โข ย ย ย ย Coordinate with local government agencies, NGOs, community leaders, civil society, and private sector actors to ensure efficient and effective implementation.
โข ย ย ย ย Coordinate synergies with other similar projects for integration, especially in agricultural development and women empowerment.
โข ย ย ย ย Support the project management team in developing and implementing strategies to enhance project impact and ensure sustainability of interventions.
โข ย ย ย ย Participate in the development of governorate-level action plans and procurement plans.
โข ย ย ย ย Support the timely and successful completion of procurement and logistics activities in coordination with the project management team.
โข ย ย ย ย Coordinate and follow up on all planned project activities to ensure the quality of implementation within the time framework.ย
โข ย ย ย ย Follow up with service providers on LoAs, budget planning, disbursements, and revisions when necessary.
โข ย ย ย ย Support the identification and mobilization of participants for project activities, ensuring inclusion of women and youth.
โข ย ย ย ย Support the establishment and functioning of Farmer Business Schools (FBS) in the governorate.
โข ย ย ย ย Monitor training quality and participation in the projectโs capacity-building activities.
โข ย ย ย ย Monitor field activities and collect data on project indicators, ensuring gender/youth disaggregation.
โข ย ย ย ย Contribute to the development and implementation of project monitoring and evaluation (M&E) plans.
โข ย ย ย ย Document challenges, lessons learned, and good practices from the governorate.
โข ย ย ย ย Ensure effective communication between governorate-level activities and the project management team.
โข ย ย ย ย Provide regular feedback on progress and challenges.
โข ย ย ย ย Submit monthly progress reports and prepare briefs on field activities.
โข ย ย ย ย Perform any other related duties as requested.

Minimum Requirements
โข ย ย ย ย University degree in agriculture, management, social sciences, or a related field.
โข ย ย ย ย At least 7 years of experience in agricultural development, preferably in similar functions or a field-based role.
โข ย ย ย ย Working knowledge (level C) in the English and Arabic languages.
โข ย ย ย ย National of Egypt.
