Mission and objectivesUNDPโ€™s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from the United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested โ€œto improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that endโ€. UNDP/PAPP is a responsive development agency that works together with the Palestinian people to fulfil their aspiration for sustainable human development based on self-determination, equality and freedom.

ContextThe United Nations Development Programme (UNDP) is the UNโ€™s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 170 countries and territories, working with governments and people on their own solutions to global and national development challenges to help empower lives and build resilient nations. The UN Volunteer will be assigned to the Gaza office of UNDPโ€™s Programme of Assistance to the Palestinian People (PAPP). PAPP was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP โ€œto improve the economic and social conditions of the Palestinian peopleโ€. In partnership with Palestinian institutions, civil society, communities and donors, UNDPโ€™s goal is to empower the Palestinian People to establish a viable State that is able to realize the right to development for its people and support their socio-economic resilience. Since its establishment, UNDP/PAPP has delivered over USD 1.5 billion in development assistance to the Palestinian People. The UNV is assigned to the Inclusive Transitional Community Neighborhoods in the Gaza Strip (ITCN)โ€ project which is part of UNDP/PAPPโ€™s broader Gaza Early Recovery Programme, a comprehensive plan that connects the urgent humanitarian needs and priorities with early recovery efforts. The Project has been developed in close consultation with the Government of Palestine and various stakeholders and will be continuously adapted to realities on the ground and rolled-out in a phased approach. Ultimately, the Project intends to contribute towards a Palestinian-led vision for Gaza, which goes beyond rebuilding infrastructure and is centered on transformative resilience, dignity, and a sustainable future. Under the Inclusive Transitional Community Neighborhoods in the Gaza Strip project, and in response to the urgent need for dignified shelter for Gaza's displaced population, the project will include the following outputs: Output 1.1: Dignified transitional housing solutions developed and implemented for internally displaced persons (IDPs), with focus on women-headed households and those with persons with disabilities (PwDs). Output 1.2: Public basic and social services restored, serving transitional community neighborhoods and adjacent locations. Output 1.3: Dignified short-term job opportunities created in public services and productive sectors, for livelihoods' restoration. Output 1.4: Social cohesion initiatives and psychosocial support provided in transitional community neighborhoods and adjacent locations, with a focus on children and youth.

Task DescriptionWithin the delegated authority and under the supervision of the Project Manager in the Gaza Strip or his/her designated mandated representative(s), the GIS Specialist - Visualisation will: I. Geospatial Data Collection and Management โ€ข Collect, validate, and maintain GPS coordinates for all ITCN projects (ongoing and new) in the GIS database. โ€ข Gather, organize, and archive project-related materials, including datasets, documents, photos, videos, and geospatial information across the Gaza Strip. โ€ข Design and deploy online data collection tools (KoBo Toolbox, ArcGIS Survey123) and develop Python scripts to automate workflows. โ€ข Pre-process and standardize geospatial and attribute data to ensure compatibility with GIS systems and visualization tools. โ€ข Acquire and process satellite and aerial imagery, linking it to project locations for monitoring, reporting, and donor engagement. โ€ข Apply image processing techniques on aerial and satellite imagery for rapid assessments. โ€ข Produce high-quality static and interactive maps enriched with infographics for reports, dashboards, and presentations. II. GIS Visualization and Web Applications โ€ข Develop and maintain ArcGIS Web Story Maps highlighting ITCN and UNDP projects. โ€ข Create ArcGIS Dashboards for real-time project monitoring and visualization with interactive infographics. Ensure accuracy, regular updates, and optimization of all visualization products for reporting and stakeholder engagement. โ€ข Perform data cleaning and processing to maintain consistency across systems. III. Interactive Dashboards and Reporting โ€ข Develop and maintain interactive dashboards using Power BI and ArcGIS platforms. โ€ข Generate charts, infographics, web maps, and Story Maps hosted on ArcGIS Enterprise/Online. โ€ข Provide timely and engaging visual products to support decision-making and donor visibility. IV. ArcGIS Hub Site Development and Support โ€ข Design, manage, and update an ArcGIS Hub site to centralize project results and visualization outputs. โ€ข Customize and enhance the user interface (UI/UX) of ArcGIS Hub sites and web applications, ensuring they are user-friendly, visually appealing, and aligned with UNDP branding. โ€ข Conduct user/system testing and integrate feedback from donors and stakeholders. โ€ข Continuously refine maps, infographics, and applications to meet evolving needs. V. Infographics, Graphics, and Communication Support โ€ข Design infographics, graphics, and icons to support GIS products, dashboards, and reports. โ€ข Collaborate with the communications team to integrate GIS visualization with UNDPโ€™s overall communication strategy. โ€ข Ensure alignment of all GIS visualization products with the Sustainable Development Goals (SDGs) and UNDPโ€™s monitoring and evaluation framework. โ€ข Deliver training sessions and technical support to project teams, engineers, and partners on GIS platforms and visualization tools.

Living conditions and remarksAs this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. A 6 -month contract with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. A Volunteer Living Allowance (VLA) of ILS 6,220 ILS is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as Exit allowance for satisfactory service.
