ContextThe GBV Specialist will be part of the Gender and Human Rights Unit in UNFPA PSRO, and the UNFPA FSM office. Under the direct supervision of the Gender and Human Rights Advisor, the GBV Specialist will support initiatives and provide administrative and technical assistance to enhance the implementation of the Yap State Action Plan of the National Strategy to End Violence Against Women and Girls in collaboration with the FSM Department of Health and Social Affairs.
Task DescriptionUnder the direct supervision of Gender and Human Rights Advisor, the UN Volunteer will undertake the following tasks to accelerate implementation of the state level action plan, as well as assess the needs to prepare for follow-on work by states to the current policy from 2025. Technical Support and Implementation โข Consolidate protocols, guidelines, policies and service directories (including referral path-ways) which currently serve to support survivors of violence and create a mechanism to ensure accessibility of the information for EVAWG coordination in Yap. โข Support the implementation of an EVAWG coordination mechanism at state level, and participation in national level coordination meetings, representing Yap. โข Support the coordination of Government led coordination structures in Yap to ensure integration of minimum actions identified under the EVAWG policy and relevant action plans into decision making processes and outcomes. โข Support reporting on EVAW programmes and activities in Yap for state and national development frameworks and plans as well as international reporting requirements. โข Create and apply standard guidelines and protocols for Yap to promote the EVAWG policy and best practices in coordination and programming., including guidelines for establishment of state-based Referral mechanisms and sectoral minimum standards. โข Document achievements and gaps in the policy implementation for Yap and make recommendations through a report to the ministry and other key stakeholders to review and in-form 2025 planning for a follow-on policy or mechanism. โข Map capacity building needs to implement national EVAWG policy in Yap, with a strong focus on the capacity needs of the Yap Womenโs Association. Make recommendations for workforce planning and establishing curricula to meet basic needs for psycho-social sup-port/ counselling and other gaps in GBV response mechanisms in Yap. Partnerships and Coordination โข Periodically Mapping of stakeholders and health service facilities relevant for VAWG response and prevention programmes in Yap. โข In coordination with other relevant State level stakeholders, support the establishment or running of EVAWG coordination bodies, as feasible, and in coordination with other partners including SPC and other UN agencies. โข Support implementation of agreed-upon VAWG standard operating procedures, related policies and practices, as feasible โข Perform other duties related to the policy implementation and planning as required.

Living conditions and remarksYap is one of the groups of islands or states that comprise the FSM. FSM has a long history with the United States as a former territory until today as an independent and sovereign Nation. FSM is an island nation located in the Pacific Ocean, north of Papua New Guinea. It is located in the region known as Micronesia, which consists hundreds of small islands divided in seven territories. The term Micronesia may refer to the Federated States or to the region as a whole. The capital is Palikir on Pohnpei. The FSM as a tropical climate with rainfall and warm temperatures throughout the year, especially in the eastern islands, and is located on the southern edge of the typhoon belt. The temperatures range between 26 degrees C and 30 degrees C with rainfall heaviest during the summer months. The four constituent island groups are Yap, Chuuk, Pohnpei and Kosrae. Geological land forms in the FSM are diverse, beautiful and pristine and include a range of natural features, including 2,000 foot mountain peaks, deeply gorged river valleys, rolling hills open grassland, lush mangrove forests, protected lagoons and secluded and often pristine sandy beaches. The FSM was formerly part of the Trust Territory of the Pacific Islands, a United Nations Trust Territory under the U.S. administration. In 1979 they adopted a constitution, and in 1986 independence was attained under a Compact of Free Association with the United States. The indigenous population of the FSM which is predominantly Micronesian consists of various ethnolinguistic groups. It has nearly 100% Pacific Islander and Asian population. Chuukese 48.8%, Pohnpeian 24.4%, Kosraean 6.2%, Yapese 5.2%, Yap outer islands 4.5%, Asian 1.8%, Polynesian 1.5%, other 6.4%, unknown 1.4%. Many Micronesians are known to have some Japanese ancestry, which is a result of intermarriages between Japanese settlers and Micronesians during the Japanese colonial period. There is a growing number of Americans, Australians, Europeans and residents from China and the Philippines. English has become the common language of the government, and for secondary and tertiary education. Population growth remains high at more than 3% annually, offset somewhat by net emigration.
