Work LocationHome based Expected durationTwo (2) months Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean โ ROLAC โ is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. Since 2017, the project Urban, Sustainable, and Inclusive Prosperity in the State of Alagoas โ An Integrated Initiative (known as โVisรฃo Alagoas 2030โ), a partnership between the State Government and UN-Habitat, has strengthened institutional capacity to plan and implement state public policies aimed at sustainable urban development. Among the initiatives to be implemented, the project will provide specialized technical assistance to strengthen the Policy to Address Domestic and Family Violence against Women (โAlagoas Lilรกsโ, in Portuguese), a permanent and intersectoral state public policy established in 2025, aimed at addressing violence against women in the state of Alagoas. The policy is coordinated by the State Secretariat for Women and implemented in an integrated and coordinated manner by state secretariats responsible for carrying out a set of actions. Within this framework, the State Secretariat for Education is responsible for: (i) incorporating themes related to gender equality and violence prevention into teacher training programs and the curriculum of the state public education system; (ii) carrying out educational campaigns in public schools; and (iii) developing educational materials and pedagogical projects with a focus on gender and human rights. In this context, as a means of strengthening the implementation of the Alagoas Lilรกs policy in state schools, the project will deliver a training course on gender, urban violence prevention, and the safe use of public spaces, targeting the technical teams of the state secretariats involved in the policy, with particular emphasis on the teaching staff of the State Secretariat for Education. The main objective of the training course is to strengthen conceptual and applied understanding of gender, the right to the city, and violence prevention, contributing to the identification of inequalities and situations of gender-based violence in urban and educational contexts, as well as to the incorporation of preventive and inclusive approaches into public policies and pedagogical practices. The course shall address, among other topics: (i) conceptual alignment on gender, gender-based violence, and the right to the city; (ii) strategies and public policies aimed at preventing gender-based violence; (iii) gender-sensitive urban planning and urban and environmental factors associated with perceptions of (in)security; and (iv) the role of schools in preventing multiple forms of violence, with a focus on urban safety and the homeโschool commute. Other topics related to the central theme may be incorporated into the course syllabus as necessary to achieve the proposed objectives. The course shall also ensure conceptual alignment with the guidelines of the Sustainable Development Goals, the New Urban Agenda, and the objectives of the Alagoas Lilรกs policy. The course will be delivered in-person in Maceiรณ, with a total workload of eight (8) hours, conducted over a full day (morning and afternoon). Approximately 60 participants are expected, including representatives from the State Secretariat for Women, the State Secretariat for Education, the Steering Committee of the Alagoas Lilรกs policy, and other state secretariats related to the thematic area. At the end of the training, participants are expected to have the potential to act as multipliers of the references, methodologies, and good practices shared, contributing to the strengthening of state initiatives aimed at addressing multiple forms of violence in the state of Alagoas. In addition to the training materials, to be provided in slide presentation format during the course, a toolkit shall be developed to support the dissemination and adaptation of the content in state public schools and other state-level initiatives related to the theme. The toolkit shall include a set of technical and pedagogical materials, such as key concepts, reference guides and methodologies, practical examples, and guidance on the dissemination and adaptation of the approaches addressed throughout the training. Following the completion of the course, an activity report shall be prepared, including a systematization of the content and agenda, the methodology adopted, the dynamics applied, the profile of participants, the results of self-assessment instruments, and the lessons learned throughout the activity. To properly implement this initiative, a Gender and Urban Safety Consultant is required to design and deliver the course, ensuring the technical quality of the content, the pedagogical coherence of the training, and the integration of gender, urban safety, and right-to-the-city approaches. Report to UN-Habitat Manager The Gender and Urban Safety Consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Gender and Urban Safety Consultant will support the implementation of the project, and its activities, with the following responsibilities: a) Develop the training materials, in slide presentation format, covering the objectives, agenda, methodology to be adopted, contents to be addressed, as well as the practical and interactive activities to be applied, among other aspects necessary for the proper delivery of the course. b) Prepare technical support materials for the training, containing key concepts related to the subject matter presented in a glossary format, as well as a compilation of practical guides, methodologies, national and international good practices, and other relevant reference documents. c) Design and deliver the training course, in coordination with the UN-Habitat team and the Government of the State of Alagoas. d) Ensure the integration of theoretical and practical content related to gender, the right to the city, and violence prevention, promoting applied reflections within urban, educational, and public management contexts. e) Systematize the results of the training course, including a description of the content and agenda, the methodology adopted, the dynamics applied, the profile of participants, the results of self-assessment instruments, and the lessons learned throughout the activity, in accordance with the template to be provided by the UN-Habitat team. f) Ensure the adoption of ethical principles in the delivery of the training, particularly regarding active listening, respect for diversity, and the promotion of a safe, inclusive, and participatory learning environment. g) Participate in alignment, monitoring, and technical validation meetings with the UN-Habitat team and the Government of the State of Alagoas. h) Develop reports following ABNT guidelines, ensuring alignment with UN-Habitatโs quality standards and project requirements. The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Gender and Urban Safety Consultant shall assist in the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 โ Capacity-Building Training Package on Gender and Urban Violence Prevention Description: The training materials, in slide presentation format (Canva or Power Point), shall cover the objectives, agenda, methodology to be adopted, contents to be addressed, as well as the practical and interactive activities to be applied, among other aspects necessary for the proper delivery of the course. In addition to the course teaching materials, a document in Word format, between 15 and 25 pages, shall be prepared, including key concepts related to the subject matter in a glossary format and a compilation of practical guides, methodologies, national and international good practices, as well as other reference documents. This material will be used to compose the toolkit to be organized by the UN-Habitat team and made available to participants after the completion of the course. Expected delivery date: 20 days after signing the contract. Product 2 โ Activity Report of the training on gender, urban violence prevention, and the safe use of public spaces Description: The Activity Report shall be prepared after the completion of the course and shall include a systematization of the course content and agenda, the adopted methodology, the applied activities and dynamics, the participants profile, the results of the self-assessment instruments, and the lessons learned throughout the activity, in accordance with the template provided by the UN-Habitat team. Expected delivery date: 45 days after signing the contract. Qualifications/special skillsEducation Required: โข Postgraduate degree (Latu Sensu or Stricto Sensu) in Urban Planning, Architecture and Urbanism, Social Science, Political Science, Law, International Relations, or related fields is required, or additional four (4) years of relevant experience to the post, beyond the requirement. โข Bachelorโs degree in Social Science, Political Science, Law, International Relations, Architecture and Urbanism or related fields. Work experience: โข Minimum six (6) years of professional and/or academic experience in gender and ur-ban safety in Brazil is required. โข Good knowledge of international, national, and subnational good practices in gender-responsive urban planning is desirable. โข Experience in capacity building and training of multidisciplinary teams in the public sec-tor is desirable. โข Previous experience within the UN system is desirable. Skills: โข Strong capacity to deliver training for education professionals and/or public sector programmatic staff is required. โข Ability to conduct theoretical and practical activities using agile methodologies and inclusive, participatory approaches is desirable. โข Excellent written and spoken Portuguese is required. โข Good command of technological tools, such as Microsoft Windows and Microsoft Office, is required.
