GCF Readiness Project Officer- Sustainable Transportation & AFOLU

Background The Ministry of Environment (MINAMB) in the capacity of National Designated Authority (NDA) has received grant funding from Green Climate Fund (GCF) to undertake an 18-month Readiness project with the Global Green Growth Institute (GGGI) as delivery partner.
The project aims to improve Angola's ability to access climate finance to meet its Nationally Determined Contributions (NDC) targets. The project will concentrate on two priority mitigation sectors: sustainable transport, with a particular emphasis on e-mobility, Agriculture, Forestry, and Other Land Use (AFOLU), with a particular emphasis on landscapes, forestry, and climate-resilient agriculture. To accomplish this, the project will provide assistance in the creation of strategic frameworks and comprehensive assessments that will help to identify and resolve the gaps and challenges in Angola's climate finance landscape. The project's objective is to assist in the enhancement of systems within the NDA, which includes the development of institutional, technical, and human capacity. This will improve the NDA's capacity to access climate finance and more effectively fulfill its roles and responsibilities. Furthermore, the project will establish a climate finance strategy that is informed by gap assessments and prioritization roadmaps. A comprehensive sectoral assessment will be included in the development of a national strategy for sustainable transport that emphasizes e-mobility. This Readiness grant will concentrate on pipeline development during the final stage, which will involve the preparation and enhancement of at least two concept notes for submission to the GCF.

POSITION SUMMARY

The Officer will oversee the implementation of the project โ€œEnhancing Angolaโ€™s Access to Climate Finance on Sustainable Transport and Sustainable Landscape (AFOLU) Sectorsโ€ which aims to improve Angola's ability to access climate finance to meet its Nationally Determined Contributions (NDC) targets.

The Officer will work closely with MINAMB, GGGI teams, and private sector partners to ensure efficient execution of the project while aligning activities with Angolaโ€™s Nationally Determined Contributions (NDCs). This role requires strong project management and climate finance skills, with an emphasis on facilitating partnerships and ensuring the smooth delivery of project outputs. The position will report directly to the Country Representative for Angola, Uganda, and Zambia and will be supervised locally by the GCF Project Manager/Lead in Angola and the NDA/Ministry representative/focal point. S/he will be based in Angola upon arrangement with the NDA.

PURPOSE
Lead the day-to-day implementation of project activities, ensuring alignment with GGGI and GCF requirements. Coordinate with technical consultants and sector specialists to support the development of strategic assessments and policy recommendations. Assist in the formulation of a climate finance strategy, identifying key gaps and priorities for investment in Angola. ENGAGEMENT
Maintain regular and constructive contact with other national and international organizations working on climate change projects in Angola. Facilitate effective communication and decision-making between GCF, GGGI, NDA and all stakeholders to ensure ongoing stakeholder cohesion and effective process management. Represent GGGI externally as delegated by the Regional Director for Africa, including but not limited to donor meetings, project areas etc. Liaise with the Community of Practice in Transport and Sustainable Mobility, as well as the Regional Agriculture and Landscape Lead, to gain insight into GGGI's global practices
DELIVERY

The candidate is expected to deliver the following:

Develop a mutually agreed-upon workplan for the project period for GGGI-NDA cooperation. Conduct a Country Readiness Needs Assessment report and stakeholder validation workshops Prepare an Assessment report prepared on policy, technology and capacity needs for transitioning to low-emission mobility. Prepare the Green Growth Potential Assessment report and identify Angolaโ€™s high impact opportunities for green growth and climate action. Support the development of a Climate Finance strategy based on the gap assessment and prioritization roadmap. Support the development of technical standards and certification guidelines for electric vehicles (EVs), batteries and charging infrastructures. Formulate a sectoral policy and prioritization and assessment report of AFOLU sector, outlining priority interventions for evidence-based information and policy decision-making Train targeted institutions n originating and assessing climate investment concepts and projects. Develop a pipeline of sustainable transport/e-mobility projects concepts Support the development of at least two concept notes for submission to the GCF Regional/global knowledge exchange on transport/e-mobility best practices completed.

REQUIREMENT
QUALIFICATIONS
Advanced degree in economics, finance, business administration, climate change/environmental policy, engineering, or a related field. Preferred minimum 6 years of progressively responsible experience in international project management or development in climate, transport of AFOLU sectors . Experience in leading and managing teams consisted with diverse background Experience in policy formulation, capacity building and multi-stakeholder engagement Proven track record in originating and developing climate change adaptation and mitigation projects will be valued Prior success in securing funding from bilateral/multilateral funds is a major plus. A solid understanding of the Climate financing in Angola Fluency in written and spoken English and Portuguese is mandatory. Familiarity with the GCF or other climate finance mechanisms is an advantage.
FUNCTIONAL
A strong track record in undertaking research, analyzing country trends and drawing lessons learned Well-grounded in matters of public services delivery from a public and private sector perspective with an understanding of Government policy and strategy formulation/implementation mechanisms at national and sub-national levels within a multi-sectoral context in Angola. Highly developed technical and strategic knowledge of planning, policy and strategy, infrastructure services, alternative financing, institutional reforms and governance. Ability to work with a range of stakeholders, including Academia, banks, non-bank financial institutions, capital markets authorities, microfinance institutions, government officials, project investors, as well as CSOs etc. Ability to communicate ideas clearly and confidently, articulate issues and recommend solutions. Good team player who can work as a member of a multi-disciplinary and multi-cultural team, motivate and lead group efforts and network effectively. Excellent understanding and experience in institutional capacity support. Experience in mobilization of resources from financial institutions and development partners. Experience in participating in the development/preparation of pipeline projects.

WORKING CONDITIONS

The Officeris an X8 grade level in GGGIโ€™s national salary scale. Determination of base salary is subject to candidate's experience, academic background, and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance. This is a national position and does not include relocation benefits.
