Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Finance and Budget Officer (Chief of Unit, Finance) manages a complete and homogenous operation of the Missionโ€™s financial system, including planning, preparation, monitoring and reporting on all budget submissions, fund redeployments, and performance reporting. The temporary position is based in Port-au-Prince and is located in the Office of the Chief, Operations and Resources Management, Finance and Budget Section. The incumbent will report to the Chief of Unit/Section or Finance and Budget Officer at higher level. ResponsibilitiesWithin delegated authority, the Finance and Budget Officer, P3 (Chief of Unit, Finance) will be responsible for the following duties: Strategic Resourcing and Stewardship โ€ข Prepare cost estimates and budget proposals, in terms of missionโ€™s resourcing requirements such as staff and non-staff requirements, including programmatic aspects; review, analyse and revise data with respect to the finalization of the budget proposals as well as Result Based Budgeting inputs. โ€ข Provide support to programme/fund centre managers (Programmatic and Support Sections) with respect to the elaboration of resource requirements for budget submissions. โ€ข Administer and monitor extra-budgetary resources and cost recovery funds, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. โ€ข Administrate and approve of budget allotments in accordance with the established procedures including redeployment/reallocation of funds. โ€ข Ensure the efficient and effective use of budgetary resources through robust monitoring of budget utilization to the approved budget and timely provision of information to Mission management for decision making; Provide support and guidance to fund centre/programme managers on budget implementation and corrective actions where necessary. โ€ข Prepare the budget performance report of the mission and ensure that correct and accurate data and information are provided by the various programme /fund centre managers in compliance with the Controllerโ€™s instructions. Review and finalise the performance reports ensuring valid and adequate variance explanations between approved budgets and actual expenditures. โ€ข Advise and ensure that only valid year-end budget commitments confirming with established criteria for retention. โ€ข Supervise the maintenance of supporting information and the use of ERP under delegated authority and producing month-end reports on collections and recovery process; monitoring the processing of invoices for recovery; support preparation of monthly, quarterly, annual, and ad-hoc forecasting reports and organize records of invoices, bills and applied deposits โ€ข Provide advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars under the supervision/guidance of the Chief of Unit/Section, Finance and Budget Officer at higher level. โ€ข Carry out other duties as assigned. Performance Monitoring โ€ข Perform analysis, preparation and delivery of strategic support and business intelligence to operational counterparts and mission leadership on financial resourcing and stewardship, and organizational performance of the mission, in line with mission priorities. Actively participates and engages in planning, monitoring and reporting of financial and operational performances. Other โ€ข In the absence of a Chief of Section/Unit, oversees the daily operations of the Office. โ€ข Ensures that daily activities are in compliance with the DOS Environmental and Waste Management policies and in line with the DOS Environmental Strategy objectives. โ€ข Performs other duties as assigned. A first-level university degree in combination with two years of qualifying experience in accounting, budget or finance may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of (5) years of progressively responsible experience in finance, budget, administration, public administration, business administration or related area is required. Experience in cost management, budget formulation, financial monitoring, accounting, audit financial reporting or other related areas is required. Experience in translating strategies into financial plans and operations is desirable. Experience using ERP in international or multi-national organization is desirable LanguagesEnglish and French are the working languages of the United Nations Secretariat.
