Setting and ReportingThe functions of this position is located in the Finance Section, Headquarters Client Support Service (HQCSS), Division of Administration (DOA), Department of Operational Support (DOS). The Finance & Budget Officer reports to the Chief Finance Section of the Executive Office of HQCSS. Office of the Secretary-General's Envoy on Technology, United Nations Sustainable Development Group (UNSDG) System-Wide Evaluation Office, Office of Special Coordinator on Improving the United Nations Response to Sexual Exploitation and Abuse, Office of the Special Representative of the Secretary-General on Children and Armed Conflict (OSRSG-CAAC), Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (OSRSG-SVC), Office of the Special Representative of the Secretary-General on Violence Against Children (OSRSG-VAC), Office of the United Nations Ombudsman and Mediation Services, Office of Victimsโ€™ Rights Advocate (OVRA), United Nations Ethics Office, United Nations Office for Partnerships (UNOP), United Nations Alliance of Civilizations (UNAOC), and Liaison offices of the: United Nations Office on Drugs and Crime, United Nations Convention to Combat Desertification in New York, United Nations Institute for Training and Research ResponsibilitiesWithin delegated authority, the Finance & Budget Officer will be responsible for the following duties: Medium-term plan: โ€ข Reviews, analyses and finalizes the preparation of the medium-term plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized inter-governmental bodies. โ€ข Provides substantive support to relevant intergovernmental and expert bodies in their review of the medium-term plan and its revisions; assists in securing approval from the General Assembly. โ€ข Ensures legislative mandates are accurately translated into programme budgets. Budget preparation: โ€ข Provide advice and guidance, as required, to all stakeholders on budgetary and financial policies and procedures, including results-based budgeting. โ€ข Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from DOS and all its client entities, including programmatic aspects. โ€ข Provides support to managers with respect to the elaboration of resource requirements for budget and cost plan submissions. โ€ข Provides substantive support related to relevant intergovernmental and expert bodies in their budget review. Budget administration: โ€ข Issues budget releases/allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. โ€ข Monitors budget implementation and determines/recommends reallocation of funds when necessary. โ€ข Monitors expenditures to ensure that they remain within authorized levels. โ€ข Reviews requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds. โ€ข Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. โ€ข Prepares relevant documentation with respect to budget performance submissions. โ€ข Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. โ€ข Provides substantive support to intergovernmental and legislative bodies. General: โ€ข Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures; โ€ข Monitors and supervises the work of subordinate staff as required โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Manages activities and funding related to training, learning and development, including strategic priority setting, budgeting, implementation and reporting to the General Assembly, in coordination with DMSPC and other partners. โ€ข Coordinates with programme managers the creation of learning plans in alignment with UN learning strategies and budgetary priorities. โ€ข Performs other related duties, as assigned. EducationAn Advanced university degree (Masterโ€™s degree or equivalent degree) in business administration, finance, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage. Job - Specific QualificationNot available. Work Experienceโ€ข A minimum of five years of progressively responsible experience in finance, administration, budget, business administration or related area is required. โ€ข At least three years of experience in budget formulation and financial management is required. โ€ข Experience as a certifying officer for goods, services, travel, and position management using ERP/SAP Umoja or similar is required. โ€ข Experience working in an executive office setting in the United Nations or similar international organization is required. โ€ข Experience simultaneously working with multiple internal and external clients and stakeholders as a finance and budget service provider is required. โ€ข Experience in supporting senior management in presenting budget proposals to intergovernmental bodies is required. โ€ข Experience in SAP-based ERP systems or equivalent ERP finance modules is required. โ€ข Experience managing financial related to training, learning and development; such as managing USTS (upgrading of substantive and technical skills) or similar is desirable โ€ข Experience in trust funds management is desirable. โ€ข Two years or more of experience in data analytics (such as Business Intelligence) or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
