Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support, primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The temporary position is based in Santo Domingo and is located in the Office of the Chief, Operations and Resources Management, Finance and Budget Section. The incumbent will report to the Finance and Budget Officer or to the Chief of Unit/Section. ResponsibilitiesUnder the general supervision of the Finance and Budget Officer, the Finance and Budget Assistant (Cost Recovery), FS-5 will perform the following tasks: Strategic Resourcing and Stewardship โข Assists with the preparation of cost estimates and budget proposals, in terms of mission resourcing requirements such as staff and non-staff requirements, including programmatic aspects; assists, reviews and revises data with respect to the finalization of the budget proposals as well as Result Based Budgeting inputs. โข Assists with support to programme/fund centre managers (Programmatic and Support Sections) with respect to the elaboration of resource requirements for budget submissions. โข Supports the administration and monitoring of extra-budgetary resources and cost recovery funds, including review of agreements and cost plans, ensuring compliance with regulations, rules and established policies and procedures. โข Processes the mission's redeployment of funds in accordance with the established procedures. โข Supports with the review in ensuring the efficient and effective use of budgetary resources through robust monitoring of budget utilization to the approved budget and timely provision of information to Mission management for decision making. Provides support and guidance to fund centre/programme managers on budget implementation and processes corrective actions where necessary. โข Assists with the preparation of budget performance reports for the mission, ensuring that correct and accurate data/information is provided by the various programme /fund centre managers in compliance with the Controller's instructions. Assists with the review and finalises performance reports ensuring valid and adequate variance explanations between approved budgets and actual expenditures. โข Provides support to Fund Center managers for the year-end reviews of budget implementation in accordance with established criteria. โข Keeping and maintaining collection records with the use of ERP and producing month-end reports on collections and recovery process; monitoring the processing of invoices for recovery; support preparation of monthly, quarterly, annual, and ad-hoc forecasting reports and organize records of invoices, bills and applied deposits. โข Under the guidance of the supervisor, provides advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to the UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars. โข Carries out duties consistent with the financial delegation in adherence with the UN Regulations and Rules. โข Supports with the maintenance of the fixed asset register. Performance Monitoring โข Assists in performing analysis, preparation and delivery of strategic support and business intelligence to operational counterparts and mission leadership on financial resourcing and stewardship, and organizational performance of the mission, in line with mission priorities. โข Assists in planning, monitoring and reporting of financial and operational performance. EducationHigh school diploma or equivalent is required. Job - Specific QualificationTechnical or vocational certificate in accounting, finance, budget business administration, public administration or related fields is required. Work ExperienceA minimum of eight (8) years of progressively responsible experience in finance, budget, administration, public administration, business administration or related area is required. Experience in cost management, budget formulation, financial monitoring, accounting, audit, financial reporting or other related areas is required. Experience using ERP and generating reports on business intelligence is desirable. Experience working with international or multi-national organizations is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. French and Spanish are desirable.
