Org. Setting and ReportingThis position is located in the Least Developed Countries Unit, Subprogramme 1 of the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UNOHRLLS). Subprogramme 1 of the Office is mandated to mobilize and coordinate international support and resources for the effective implementation of the Programme Action for the Least Developed Countries, enhance its monitoring and follow up and raise awareness and advocate with respect to the special needs of least developed countries. ResponsibilitiesWithin delegated authority, the Finance & Budget Assistant will be responsible for the following duties: Budget: โ€ข Provides support with respect to the review, analyses and preparation of the annual programme plan and its revisions. โ€ข Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. โ€ข Assists managers in the elaboration of resource requirements for budget submissions. โ€ข Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. โ€ข Monitors regular budget and extra-budgetary resources and expenditures and compares with approved budget; prepares adjustments as necessary. โ€ข Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. โ€ข Assists managers in preparation of project proposals and related reporting of project implementation. โ€ข Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. โ€ข Monitors integrity of various financial databases. โ€ข Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. โ€ข Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. General: โ€ข Keeps up to date on documents/reports/guidelines that have a bearing on matters related to programme,ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. โ€ข Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. โ€ข Maintain and keep up-to-date files. โ€ข May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility. โ€ข Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. โ€ข Performs other related duties, as assigned. General Administration: โ€ข Reviews consultant and individual contractor requests for compliance with relevant administrative instructions and ensures timely submission of request to service provider for approval. โ€ข Provides assistance in drafting of MoUs, host country agreements, budget agreements, or contributions for grants or other activities as appropriate. โ€ข Identifies and resolves diverse issues/problems as they arise and determines appropriate actions. โ€ข Coordinates extensively with service units in DMSPC, DOS and OLA and liaises frequently with internal team members both at Headquarters and in the field. โ€ข Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, low value procurement, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems, organize and coordinate seminars, conferences and translations). โ€ข Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. โ€ข Supports management during audits and reviews by oversight bodies. โ€ข Acts as conference pay master during international conferences, meetings, etc. as delegated by the head of entity. Contract Administration โ€ข Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services. โ€ข Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN. โ€ข Processes the payment of contractors' invoices and monitor payments. โ€ข Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including UN grounds passes, property passes, UN parking permits, swipe card access and door keys. Knowledge, skills and ability to extract, interpret, analyse and format data across the full range of finance and budget functions, including programme development and database management, claims and treasury operations. Work ExperienceA minimum of seven years of experience in finance, budget, accounting, administrative services or related area is required. The minimum years of relevant experience is reduced to five years for candidates who possess a first-level university degree or higher. Experience in coordinating activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) is required. Experience in management of extra budgetary resources is desirable. Experience in preparation of related documents/reports on work programme, programme budget is desirable. Experience as a user of an Enterprise Resource Planning system (ERP), or similar system, is desirable. Experience in administration and human resource management is desirable. One year or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
