Climate Change Division's mandate is also to deliver effective strategic guidance and high-impact action in support of the transition towards climate stability. Its work is guided by ambition, innovation, credible science, and alignment to global climate goals and needs of individual countries. The Climate Change Division works with Members States and Partners to accelerate and support a just transition by addressing climate change mitigation and adaptation through enhancing implementation capacity, provision of data information and knowledge, access to finance and technology, and building resilience. It promotes sustainable development and effective policies for climate stability; support action so that countries progress on decarbonization, dematerialization, and resilience pathways in line with their climate commitments, aspirations, and needs; and foster transparency in reporting. This post is in UNEP's Climate Change Division, Mitigation Branch, Global Environment Facility (GEF) Climate Mitigation Unit, in the Bangkok, Thailand duty station. Under the direct supervision of the GEF Administrative Officer and the overall supervision of the Head of the GEF Climate Mitigation Unit, the incumbent will be responsible for the following duties: ResponsibilitiesFinance & Budget: โ€ข Assists in the review of cost estimates and budgets for project proposals. โ€ข Assists in review of expenditure reports submitted by Executing Agencies of ongoing projects, including Project Preparation Grant (PPG) work, and support finalization of approvals to ensure (a) correct amounts have been charged; (b) expenditures are aligned with project deliverables and thus acceptable; (c) expenditure is not exceeding the budget line allocations and overall budget. Send feedback emails to EAs to complete the document correctly. โ€ข Assists in reviewing the final financial and audit reports from Executing Agencies and making recommendations. โ€ข Assists in financial closure of projects. โ€ข Research/compiles data and other information required by the Finance & Budget Officer(s) in the review and analysis of expenditures for projects. โ€ข Assists the Administrative Officer/Finance& Budget Officer in the preparation/finalization of budget revisions, performing preliminary analysis of variances between approved budgets and actual expenditures of project. โ€ข Prepares pre-commitments and commitments in UMOJA and review them to ensure that funds are available, and the correct account has been used. โ€ข Assists the Administrative Officer/Finance& Budget Officer in the issuance of allotments. โ€ข Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. โ€ข Reviews draft & final reports, verifying overall accuracy, consistency and uniformity in the presentation and ensuring comprehensiveness and compliance with the format prescribed by the GEF Secretariat. Payments: โ€ข Review and process cash advance requests for payments to the Executing Agencies (EAs) โ€ข Provide guidance to EAs for them to complete the document correctly. โ€ข Verifies and prepares payments to third parties, commercial entities, and consultants. Treasury: โ€ข Reviews incoming payment instructions regarding banking details and sources of funds. โ€ข Prepares payments for final disbursement by Cashier. โ€ข Dispatches payment instructions to UNON Treasury and provides remittance advices to Executing Agencies โ€ข Notifies payees of status of payments. โ€ข Assists staff members, consultants, executing agencies, the GEF Secretariat and the GEF Coordination Office, UNEP regarding queries on payment/funding issues โ€ข Files and archives electronic documentation as required Data Management: โ€ข Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. General: โ€ข Organize and schedule meetings, consultations, as required, and prepare briefing notes, minutes, follow up where required; โ€ข Support administrative tasks, such as procurement, payment processing, travel arrangements, etc. for work related to Asia Pacific Portfolio; โ€ข Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters. โ€ข Maintains and keep up-to-date files. โ€ข Update and Upload endorsement document packages to the GEF Portal โ€ข Assists in developing draft legal agreements for new projects and project extensions, including budget and implementation plans. โ€ข Assists in preparing documents for UNEP project internalization, revision and closure processes and provide inputs to ensure completed UNEP clearance and approval processes. โ€ข Performs other related duties, as assigned CompetenciesProfessionalism: Knowledge and understanding of financial principles, budgeting processes, and financial reporting. Work ExperienceA minimum of five (5) years progressive working experience in finance, budget, administration, audit, accounting or related area is required. The minimum years of relevant experience is reduced to 3 years for candidates who possess a first-level university degree or higher. Proven experience working with Enterprise Resource Planning (ERP) systems such as Systems Applications and Products (SAP) is required Experience in Global Environment Facility (GEF) project/grant management, budgeting, accounting, and financial management is desirable. A minimum of one (1) year or more in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
