INTRODUCTION TO GGGI

Since joining GGGI in 2012, Papua New Guinea (PNG) has embarked on a partnership to foster sustainable and inclusive economic growth. GGGI established its presence in PNG in 2018, working closely with the government to integrate climate-resilient green growth (CRGG) strategies and execute green growth projects by mobilizing climate finance and investments. The GGGI PNG main office is strategically positioned within the Climate Change Development Authority (CCDA) of the Government of Papua New Guinea, with additional presence housed within the Central Bank of Papua New Guinea.

GGGI PNG is currently implementing several national and regional projects, with The Inclusive Green Finance Project (IGFP), co-funded by the Agence Franรงaise de Dรฉveloppement (AFD), being one of the flagship initiatives under the GGGI PNG Program. The Green Finance Centre (GFC) was established under the IGFP and aims to enhance the financial ecosystem in PNG by integrating green finance principles, creating an enabling environment to mobilize climate finance, and promoting green investments in the country. The GFC has been established as a department within the Bank of Papua New Guineaโ€™s (BPNG) Financial Systems Development and Innovation Group.

GGGI currently provides Technical Assistance to GFC by supporting GFCโ€™s operations. As part of the engagement with BPNG, GGGI is overseeing recruitment of GFC staff and as such GFC staffs are recruited under GGGIโ€™s employment terms and adhering to GGGIโ€™s regulations, policies, and code of conduct. As part of the GFCโ€™s transition to BPNG, BPNG will assume complete operational responsibility, including staffing and financial management. The GFC is strategically located within the Bank of Papua New Guinea providing GFC a platform to collaborate with financial stakeholders and advance green financing initiatives at interanion, national and sub-national levels.

To support the effective implementation and operational efficiency of the GFC project, GGGI is seeking a dedicated Finance & Administration Associate (FAA). The incumbent will report directly to the Head of GFC and will work under the overall alignment of the GGGI PNG Program. The FAA will work closely with the Senior Program and Operations Officer (SPOO) of the GGGI PNG Program, as well as the Finance and Corporate Services (FCS) teams in the region and HQ, ensuring strong coordination between GFCโ€™s operations and the broader GGGI PNG Program.

PURPOSE

The FAA will support financial management, administrative coordination, and compliance with GGGI, BPNG, and donor partner requirements to ensure the seamless execution of GFC activities. The key responsibilities include overseeing administrative and operational tasks, including office supplies, logistics, and facility maintenance to ensure GFC's smooth functioning. They will manage financial processes, including budgeting, reporting, and record-keeping, in compliance with GGGI and AFD guidelines, while ensuring timely submission of reports and forecasts.

Additionally, they will lead the planning of the annual Sustainable Finance Summit, fostering engagement with stakeholders, donors, and partners to advance green finance initiatives in PNG. The role also involves coordinating project-related administration, such as meetings, events, and stakeholder communications.

ENGAGEMENT
Collaborate with GGGI PNGโ€™s finance and administrative teams to ensure that all operational, administrative, and financial activities are in compliance with GGGI policies, procedures, and donor requirements. Engage with the Bank of Papua New Guinea and other financial stakeholders to facilitate the implementation of green finance initiatives under the GFC and IGFP framework. Work closely with the regional office in Fiji and under the guidance of the SPOO to align operational and administrative practices with regional and organizational standards. Coordinate with FCS units at GGGI Headquartersโ€”encompassing HR, Finance, Procurement, ICT, Travel, and Corporate Servicesโ€”to support comprehensive project operations and compliance with institutional requirements. Provide logistical support for meetings, workshops, training sessions, and other events related to the GFC project, ensuring effective coordination and communication among all participants.

DELIVERY
Maintain and manage comprehensive financial records, ensuring that all transactions are accurately recorded in compliance with GGGI, BPNG and donor financial policies. Prepare, review, and submit financial reports, including expenditure statements, budget forecasts, and reconciliations, to GGGI headquarters and relevant stakeholders. Oversee procurement processes and manage vendor relationships to ensure cost-effective and efficient purchasing and contract management in line with GGGI procurement guidelines. Support HoGFC to develop and compile GFC governing documents including mission statement, organizational structure, areas of work, policy manual, strategic plan, charter and bylaws where relevant which define the structure, purpose, and rules of the GFC Provide robust administrative support for all GFC project activities, including scheduling, document management, communication, and coordination of project resources. Assist in preparing audit documentation and ensuring that all operational and financial activities adhere to GGGIโ€™s transparency, accountability, and compliance standards. Administer Green Refinancing Facility applications from Financial Institutions Support the SPOO in monitoring project performance against financial and operational plans, contributing to strategic decision-making and continuous improvement initiatives.

REQUIREMENTS
QUALIFICATIONS
Bachelorโ€™s degree in Business Administration, Finance, Accounting, or a related field. A professional certification in finance or project management is an asset. Minimum of 3-5 years of experience in operations, administration, or financial management, preferably within any large local corporate organization, international financial institution, international organization, NGOs, Government entities or donor-funded project environment. Strong understanding of financial management principles, accounting practices, and administrative procedures. Demonstrated experience in budgeting, financial reporting, and maintaining financial records in compliance with organizational policies and donor regulations. Proficiency in Microsoft Office applications, particularly Excel, and experience with financial management software.

FUNCTIONAL
Proven ability to manage office operations and administrative tasks effectively, ensuring high standards of operational efficiency and compliance. Strong financial management skills, including budgeting, accounting, and financial reporting. Excellent organizational skills with a high attention to detail and the ability to manage multiple priorities and deadlines. Strong interpersonal and communication skills, with the ability to work effectively with a diverse range of stakeholders in a multicultural environment. Ability to handle sensitive information with discretion and maintain a high level of confidentiality. Willingness to travel within PNG and regionally as required.

Demonstrated ability to manage operational and administrative tasks independently to support project implementation. Excellent written and verbal communication skills, with the ability to prepare clear, concise, and accurate reports and documentation. WORKING CONDITIONS

The Finance & Administration Associate is an X6, national grade level in GGGI's salary scale. For X6 national grade, the base salary starts from USD 21,136 to USD 31,705. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. The initial term of employment is 1 year but can be extended subject to performance and budget availability.
