To support the Vanuatu Community-Based Climate Resilience Project (VCCRP) in conducting procurement activities in line with donor and partner standards. This includes navigating government finance and procurement procedures and processes, contributing to project procurement planning, supporting with contract administration including engaging with the Vanuatu Central Tenders Board (CTB), establishing preferred supplier agreements with provincial suppliers across Vanuatu, and logistics coordination.

Where you come in:

This consultancy will span 12 months, and the consultant will be responsible for a broad range of deliverables that will arise during that period including but not limited to those listed below. Additional procurement and logistics deliverables will be identified and discussed with the consultant for agreement or negotiation during the consultancy.

Lead the establishment of preferred supplier contracts with a range of suppliers in VCCRP target Area Councils Mentor VCCRP Area Council Officers to enable them to conduct preferred supplier contracting process in future Support Procurement Manager and Procurement Officer with all procurement-related activities from request to delivery. Provide support to all sub-national VCCRP staff to troubleshoot procurement and logistics challenges in consultation with Procurement Manager and PMU. Follow up implementation departments to ensure timely submission and execution of procurement requests. Coordinate logistics for project events led by the PMU. Contribute to high quality procurement tracking and monitoring.

This role requires:

Demonstrated experience in Supply Chain Management, Logistics, or Procurement in Vanuatu. Experience working with Government finance or procurement systems Excellent planning, coordination, and analytical skills. Effective communication and supplier engagement abilities. Proactive attitude and ability to work independently. Procurement experience gained within donor-funded, government, or community development sectors. Operational or programming experience/exposure in multi-location programs.

Additional Requirements/Information

Based in Vanuatu with the right to work here (no working visa is provided for this role) Travel: Regular travel to all six provinces will be required with extended periods of several weeks in the field.
