ABOUT THE ROLE
SUPPORTING GLOBAL CAPACITY DEVELOPMENT THROUGH FELLOWSHIP EXCELLENCE
The Fellowship Management Officer will play a vital role in supporting WMO's commitment to building the technical, institutional and human resource capabilities of Members, with particular emphasis on developing and least developed countries. Working under the direct supervision of the Capacity Development Officer for Fellowships, this position contributes to designing and implementing training programmes, fellowship opportunities and institutional strengthening initiatives that promote knowledge transfer and sustainable development of national meteorological and hydrological services.
This role offers an opportunity to directly impact the professional development of meteorological and hydrological professionals worldwide while contributing to WMO's mission of building a more equitable, resilient and capable global meteorological community.
KEY RESPONSIBILITIES
1. FELLOWSHIP PROGRAMME MANAGEMENT AND PLANNING
- Support the CDO-Fellowship in preparing draft implementation plans within budget allocations for delivery of fellowships and awards.
- Assist in the collection, selection and awarding of fellowships every year and advise on optimal fellowship funds distribution.
- Work with the fellowship team in maintaining regular liaison with and providing management support to fellowship recipients throughout the duration of their fellowship programs.
2. FINANCIAL MANAGEMENT AND COORDINATION
- Manage, on a routine basis, the financial aspects of both regular and extrabudgetary fellowship funds, in close coordination with the finance team of the Division of Controller and Management Services.
- Assist the rest of the Division of Capacity Development in the routine financial management of education and training funds.
3. DIGITAL TOOLS AND DATABASE MANAGEMENT
- Support the development, operation, and maintenance of databases and other digital tools to enhance the fellowships' management.
- Contribute to modernizing fellowship administration through innovative digital solutions.
4. PROGRAMME SUPPORT AND COORDINATION
- Perform any other duties as assigned by the CDO-Fellowship and Director of the Division of Capacity Development.
- Support broader capacity development initiatives and contribute to divisional objectives.
QUALIFICATIONS
Education
Master's degree or equivalent is required. A background of education with a focus on financial management or related subjects is desirable. A first-level university degree or equivalent in combination with two years of additional directly relevant experience may be accepted in lieu of the master's degree.
Experience
- A minimum of two (2) years of combined national and international experience in strategic planning, developing and managing projects for education and training.
- Experience in earth science-related fields would be an advantage.
- Proven knowledge and work experience in budget and financial management.
- Proven knowledge and skills in database development and management.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) The position is funded from regular budget.
New appointments on fixed-term contract of one year or more shall be subject to an initial one-year probation period. SALARY AND ALLOWANCES
Annual net base salary on initial appointment is: US$ 55163
Annual post adjustment on initial salary is: US$ 48930 (in addition to the net base salary) Additional Information:
