The Corporate Services and Facilities Management Department of the IMF is seeking to hire an experienced Facilities Officer to oversee an assigned portfolio of IMF owned and leased real estate assets and manage the execution of the property management function, including management of lifecycle improvement projects, at the Fundโ€™s field office and residential properties.

The Facilities Officer (Property Management) reports to the Section Chief, Facilities Operations, and is based at the IMF headquarters in Washington, D.C., however the incumbent is required to undertake periodic travel to IMF overseas field offices to carry out the duties of the position.

The Facilities Operations Section (CSFDFOP) manages and oversees the maintenance, operations, and long-term lifecycle planning of IMFโ€™s headquarters campus built environment which include the buildings systems and envelopes. Day to day building upkeep activities and services are delivered by proactive management of an outsource vendor through an integrated facility management contract. The section ensures the stewardship, reliability, and availability of the organizationsโ€™ assets, over 12,000 systems and subsystems, by completing over 5,000 preventive maintenance activities annually enabling business continuity and the continued health, safety, and productivity of building occupants. CSFDFOP also supports the property and asset management functions for the IMFโ€™s global portfolio of leased real estate assets located in over 100 member countries. Field office properties are a mix of office and residences, spread across five geographical regions.

The responsibilities of this Facilities Officer (Property Management) position is to manage the execution of the property and asset management function at the Fundโ€™s field properties, with a specific focus on the (i) development and implementation of an enhanced property management function and governance documentation; (ii) oversight of the facility condition assessments program; (iii) execution of lifecycle improvement projects; (iv) management of field office asset management activities; (v) resolution of reactive property management issues in the field; and (vi) other projects that support strategic objectives. The incumbent will work closely with IMF Global Real Estate (GRE) Section to deliver an integrated property management solution to field office clients. Additionally, the Facilities Officer will support the CSFDFOP Section Chief to execute other strategic initiatives.

  • Project specific deliverable: Support the development and implementation of a field office property management intake and lifecycle asset management function, including drafting related policies, procedures, and other guidance documents.
  • As the need arises, address property management issues reported by field office personnel, consulting with GRE regarding relevant lease language, and providing recommended solutions that support internal client business needs.
  • Oversee third-party, and in some instances self-performed facility condition assessments and IEQ testing per lifecycle schedule.
  • Support the GRE team by providing technical information needed to resolve ongoing property management tissues with property owners at Fund field properties, including at time of lease renewal and/or termination.
  • Control costs, drive service excellence and mitigate risks to gain increased value from third-party relationships throughout the life cycle of each property. Identify opportunities to innovate new processes and practices or enhance existing processes to enhance service delivery and increase value to the IMF.
  • Manage vendor activities and maintain both new and existing vendor relationships, keep accurate documentation, resolve problems and issues, and streamline processes as needed.
  • Provide guidance regarding environmental site investigations which may include technical aspects involving air quality and some possible hazardous conditions involving asbestos containing material, lead based paint or fungal contamination.
  • Collaborate with other IMF support groups (e.g., IT, Transportation, Procurement), stakeholders (e.g., Legal, Security Services), clients and others to explore operational efficiencies, review improvements at post and ensure costs saving measures are in place.
  • Follow IMF Procurement procedures and policies when entering into contract agreements with service providers and vendors.
  • Assist the Section Chief with specific assignments as required.

    Minimum Qualifications

    Educational development, typically acquired by the completion of a relevant advanced university degree, or equivalent in Real Estate, Facilities, Hospitality or Design and Construction field; or a bachelor's degree, supplemented by a minimum of six years of relevant professional experience in Real Estate, Facilities, Hospitality or Design and Construction field, is required.

    In addition, the ideal candidate will have the following skills and competencies:

    • Demonstrated expertise in managing a global property management program in challenging markets and managing lifecycle improvement projects for commercial and residential properties. Work experience in emerging/developing countries is a must.
    • Ability to perform inspections and review third-party environmental health and safety reports. Demonstrated technical knowledge in indoor air quality and hazardous materials management.
    • Working knowledge in all facets of commercial interior renovation experience, including physical security enhancements. Ability to design space plans, estimate renovation costs and manage renovations within an established budget and schedule.
    • Strong writing skills.
    • Exceptional customer relationship skills.
    • Demonstrated proficiency in preparing financial analysis and project budgets; ability to convey outcomes effectively.
    • Ability to manage multiple projects simultaneously with adherence to strict and competing deadlines.
    • Ability to work under pressure dealing with constraints which are often outside oneโ€™s control.
    • Works well independently and in a team setting; possesses strong teamwork and interpersonal skills, promotes collaboration and has mastered excellent negotiation skills.
    • Demonstrated ability to assess a situation holistically and realistically, using good judgment, tact, diplomacy and discretion in dealing with challenging and politically sensitive situations.
    • Experience working in multi-cultural organizations.
    • Ability to manage projects across many time zones, requiring work outside typical business hours.
    • Strong written and oral skills in English; proficiency in French, Spanish, Arabic or Russian is a plus.

      This is a 2-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability, and continuous business need.
