In January 2021, the U.S. created a \"Family Reunification Task Force\" to help reunite 3,900 parents in Central America with their children in the U.S. The International Organization for Migration (IOM) supports this by facilitating either the childrenโs return to their parentsโ home countries or helping parents join their children in the U.S. This includes visa assistance, travel documentation, and support with flights and orientation. In 2022, The IOM started supporting under the same program, parole-in-place cases as well as started operating the FRTF Help Desk.
Launched in 2012, the Emergency Victim Assistance Fund, funded by the U.S. Department of Stateโs TIP Office, provides urgent support to trafficking victims worldwide, including case management and reporting. In response to the Department's request, the IOM developed a complementary program, Fostering Economic Security through Enhanced Reintegration Support (ERS), to offer additional reintegration services for trafficking survivors interested in starting a business.
Under the general oversight of the Chief, Global and Domestic Programmes Unit in Washington, D.C. and the direct supervision of the Senion Programme Officer for the IOM USA Programmes Unit, the incumbent is responsible for providing effective coordination, technical guidance, monitoring and evaluation, donor reporting, and adherence to internal and external guidelines across various IOM Country Offices and with key stakeholders under the IOM USA Programmes Unit (Family Reunification Task Force (FRTF), the Emergency Victim Assistance Fund (EVA) and the Enhance Reintegration Support (ERS)), with the following duties and responsibilities:
Programme Coordination and Liaison
In coordination with the Senior Programme Officer, maintain ongoing coordination and communication with IOM Country Offices, where programmes are implemented.In the absence of the Senior Programme Officer, liaise directly with donors on significant case developments or large caseloads, and support engagement with external stakeholders during program events, meetings, and field visits.Technical Guidance and Programme Implementation
Provide technical guidance and day-to-day ย supervision to field teams on case management processes, eligibility determinations, coordination mechanisms, and referral pathways across all active programming.Convene regular coordination meetings with IOM field staff and ensure alignment of programmatic decisions with IOM and donor standards.Monitoring, Evaluation, and Reporting
Compliance and Risk Management
Adhere ย to IOM and donor guidelines, SOPs, and case management tools.Knowledge Management and Training
Review and update internal tools, SOPs, training materials, and informational resources to reflect changes in program scope or donor requirements.Organize and deliver in-house training for IOM staff and partners to strengthen capacity in program implementation and case management.Communications and Outreach
Contribute to the implementation of program communications strategies, in collaboration with field communications staff.Support the development of outreach materials and content related to program achievements and donor visibility.Staff Management and Recruitment
Participate in recruitment and onboarding of program staff as requested.Provide ongoing support and guidance to ensure staff are equipped to fulfill their responsibilities effectively.Field Missions and Duty Travel
Undertake duty travel to IOM Country Offices and project sites to monitor implementation, deliver trainings, , and assess needs in coordination with the Senior Programme Officer.Perform such other duties as may be assigned. Education Completed high school education required with seven years of working experience; or,Bachelorโs degree, preferably in case management, social services, social sciences or a related field with two years of working experience orMasterโs degree in the above fields.ยAccredited Universities are those listed in the UNESCO World Higher Education Database.ย Experience
Experience in developing, managing and implementing resettlement, immigration and visa, counter-trafficking in persons, or assisted voluntary return programmes, with IOM or international organizations preferred;Experience with regional and/or global programs across multiple missions and offices within IOM or other international organizations;Experience working with human rights and protection issues, particularly with regards to child protection, counter-trafficking in persons, voluntary return or resettlement;Experience in case management and provision of social services to vulnerable populations, including U.S. Health and Human Services (HHS) activities within the United States;Experience in liaising with government authorities, international organizations, U.S.-based non-governmental organizations (NGOs), and press/media (both online/print and TV/video media); and,Work experience in Central and South America and Mexico is an asset.Skills Advanced knowledge of Microsoft office products, including Word, Excel, and PowerPoint.Attention to detail and ability to organize.Discreet, details and clients-oriented, patient and willingness to learn new things.Ability to work under pressure with minimum supervision.LanguagesFor this position, fluency in English and proficiency is required.
