    Organizational Setting and Reporting Relationship

    The position of Environment Specialist (Environmental Finance) is assigned to the Environment team of the Climate Change, Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Director, Environment and will oversee junior team members.

    Your Role

    As an Environment Specialist (Environmental Finance), you will formulate and articulate policies and strategies to increase finance for nature positive investments. You will (i) advance the knowledge agenda on environmental finance for all areas of ADB's environmental program including biodiversity, pollution control and circular economy, and nature-based solutions both for sovereign and private sector operations; (ii) provide advice, expertise and technical support to operations to utilize innovative financing instruments such as sustainability linked instruments, thematic bonds, outcome bonds, carbon credits and debt for nature swaps to increase nature positive investments of ADB operations; and (iii) support the coordination and implementation of cross regional cooperation initiatives, partnerships and networks under the Nature Solutions Finance Hub (NSFH) and respond and support different strategic initiatives in ADB, including to expand forest related initiatives with innovative financing instruments. You will also develop knowledge products and disseminate these through training and networks.

    You will:

  • Support the development of strategies for environmental finance in selected DMCs in close collaboration with government agencies, the Sectors Group (SG), and Resident Missions (RMs), concerning biodiversity, pollution control and circular economy, and nature-based solutions.
Propose, develop, oversee, supervise, and support innovative projects and TAs in the environmental finance field, including on forest conservation and restoration, blue carbon, and other natural resources areas. Support the team leader of the Nature Solutions Finance Hub and its operation, including effective technical leadership, management and timely delivery of the related technical assistant projects, knowledge and capacity building activities, and support ADB's ambition to further increase the quantity and quality of nature positive investments and mainstreaming of nature-based solutions into sector investments. Originate, conceptualize, and support preparation of innovative loan and grant projects in the environmental finance field in close collaboration with ADB's Finance Sector Office (SG-FIN), Agriculture, Food, Nature and Rural Development Sector Office (SG-AFNR), the Private Sector Operations Department (PSOD), Office of Markets Development and PPP (OMDP). and Southeast Asia Regional Department Green Finance Hub to achieve a \"One ADB\" approach to incorporating global best practices and new innovations in respective operations. Strategize, conceptualize, and develop Environment teams work streams (knowledge, partnerships, operations support, collaborations and value-addition) on (a) supporting DMCs to align taxes and subsidies with positive environmental outcomes e.g., removing harmful agriculture and fisheries subsidies, and using of market-based policy instruments, in close collaboration with all relevant groups in ADB; and (b) greening the financial system (central banks, financial supervisors and regulators) so it integrates and environmental risks into its mandates, operations, regulations and monetary policies, in close collaboration with FIN-SG. Coordinate and collaborate (support or lead as appropriate) knowledge generation and sharing, and capacity development (for DMCs and ADB staff), including compilation and dissemination of good practice and develop case studies on a range of innovative finance instruments for increasing nature positive investments, including on forest, agriculture, biodiversity, ecosystems, and natural resources. Support the Environment team to interface, coordinate, and respond to other departments and offices on operational reviews and evaluations, strategic and procedural issues, development coordination, and other activities. Lead policy dialogue with DMC counterparts and support the preparation and implementation of Country Partnership Strategies (CPSs) and promote environmental finance as important element to expand nature positive investments as relevant. Coordinate and collaborate closely with the Natural Capital Fund and Natural Capital Lab, and with the Economic Research and Development Impact Department (ERDI) on ecosystem valuation for economic analysis, and with the CCRE team on forest/blue carbon markets. Develop a comprehensive list of sources and mechanisms for blended finance that best align with ADB's programs and projects in different environmental areas. Collaborate with ADB's blended finance team, as required. Participate in external conferences and events as ADB's focal for environmental finance and serve as a liaison to / manage partnerships with other relevant (development) financing institutions and Non-Government Organizations (NGOs). Organize trainings and coach and mentor teams and individuals within the Environment Team, and across the department to ensure their ongoing learning and development, and manage the Environment Community of Practice (COP)'s finance working group.

Qualifications

You will need:

A University degree in Environmental Economics, Finance or relevant fields; preferably at post-graduate level or its equivalent; At least 6 years of relevant professional experience in the environment finance sector, including international work experience Experience in innovative and emerging areas of finance, such as digital finance, blue carbon markets, biodiversity financing, debt for nature swaps, is an asset. Experience in project finance would be a plus. Excellent communication skills with demonstrated ability to distill complex information and effectively share knowledge, to influence and benefit the broader ADB community and individual projects. Familiarity with mandates, operations, and policies of multilateral financial institutions. Ability to liaise and work effectively with staff within own and also remote work locations and to work collaboratively within teams. Excellent client and stakeholder relationship management skills. Additional Information

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB's technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB's policy dialogue, operations, and knowledge solutions delivery by collaborating closely with developing member country clients. Expected candidates are seasoned experts in the advertised area(s) with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions. Staff may undertake short-term assignments in other groups, departments or offices only when the expertise in the advertised area(s) is needed by those groups, departments or offices.
