    Organizational Setting and Reporting Relationship


    The position of Environment Specialist is assigned to the Climate Change, Resilience and Environment Cluster within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila.

    You will report to the Director, Environment and will oversee national and administrative staff.

    Your Role

    As an Environment Specialist you will contribute and coordinate the implementation of ADB鈥檚 Environment Action Plan (EAP) and related activities on promoting investments in nature within ADB鈥檚 portfolio covering both nature positive investments and mainstreaming investments. Among other tasks, you will serve as the focal person and support the director and senior staff on the implementation of the EAP, including organizing the Working Group and Environment Community of Practice. You will also coordinate and support the implementation of the Asia Clean Blue Skies Program through the management of the TA and support investment projects related to air quality improvement within ADB鈥檚 portfolio. You will also develop knowledge products and disseminate these through training and networks.

    You will:

    Strategic implementation of the Environment Action Plan

  • Support the development or improvement and implementation of existing relevant strategies, policies, approaches within ADB for promoting investments in nature and environmentally sustainable measures including those of sector groups, regional departments, resident mission, and other departments.
Serve as the focal person for monitoring, tracking, updating implementation progress of the EAP. Support implementation of selected activities under ADB鈥檚 EAP in relation to promoting nature positive and nature mainstreaming finance in ADB鈥檚 portfolio. Support activities related to ADB鈥檚 membership in the Joint MDB Nature Working Group. Manage the related TA to support implementation of the EAP, including the Mainstreaming Nature-Positive Investments for Green Resilient and Inclusive Recovery. This will include timely implementation of the planned TA activities, recruitment and management of consultants, timely fund disbursement, preparation of TA scope changes, extensions and applying for more funds to be added to the TA as needed.

Air Quality Improvement

Support implementation of the Asia Clean Blue Skies Program with an objective to scale up ADB鈥檚 investments in air quality improvement through providing technical advice and coordination with various departments and working groups within ADB. Support origination, preparation and implementation of innovative loan and grant projects related to air quality improvement to promote nature positive or nature mainstreaming in ADB鈥檚 portfolio in close collaboration with ADB鈥檚 sector groups and other departments. Coordinate and collaborate (support or lead as appropriate) knowledge generation and sharing, and capacity development (for DMCs and ADB staff), including compilation and dissemination of good practice and develop case studies on air quality improvement.

Knowledge Management

Support the Environment group to interface, coordinate, and respond to other departments and offices on operational reviews and evaluations, strategic and procedural issues, development coordination, and other activities. Support policy dialogue with DMC counterparts and preparation and implementation of Country Partnership Strategies (CPSs), including relevant assessments and diagnostics. Organize trainings and coach and mentor teams and individuals within the Environment group, and across the department as necessary to ensure their on-going learning and development, including coordinating the Environment Community of Practice (COP).

Qualifications

You will need:

A university degree in Environmental Policy or Environmental Science or Environmental Economics or relevant fields; preferably at post-graduate level or its equivalent; At least 6 years of relevant professional experience in the environment policy/science sector, including international work experience Experience in innovative and emerging areas of nature related investments. Excellent communication skills with demonstrated ability to distill complex information and effectively share knowledge, to influence and benefit the broader ADB community and individual projects. Familiarity with mandates, operations, and policies of multilateral financial institutions. Ability to liaise and work effectively with staff within own and also remote work locations and to work collaboratively within teams. Excellent client and stakeholder relationship management skills.
