Organizational Setting and Reporting Relationship
The position of Environment Officer is assigned to the Environment group of the Climate Change, Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our Headquarters in Manila, Philippines.
You will report to the Director, Environment.
Your Role
As an Environment Officer, you will provide technical and operational support to the Environment group under CCSD's policy and strategy work, fund management, technical assistance projects, and knowledge generation and management activities. The tasks will involve, among others, research and analysis, inputs to flagship programs under Environment group, inputs to the preparation of briefing notes and presentations, data collection assistance in TA processing and administration, and information management, and supporting operations, where relevant on specific sector and thematic areas including strategies and upstream work, among others.
You will:
a. Policies, Strategies and Frameworks (Environment)
- Undertake general research to support policy, strategy and mainstreaming of nature and environment across themes and sectors;
b. Support to TA activities and Environment Programs
Assist in the preparation and administration of technical assistance (TA) and key programs under the environment group including: Processing of TAs; Consultant selection and recruitment; Reviewing consultants' outputs; Editing TA manuscripts for circulation or publication; Facilitating coordination and implementation of TA activities; Preparation of TA progress reports, briefing notes, and presentations; and TA completion reports. Conducting research and communicating with relevant staff, partners, stakeholders etc. to ensure smooth implementation of activities under key programs. Providing support for addressing issues or obstacles to help smooth and timely implementation of activities under TAs or flagship programs of the environment group.c. Knowledge Management and Partnership
Provide support in organization of knowledge events including seminars, training, workshops, national, regional or international forums on environment and nature solutions. Provide technical inputs in preparation and dissemination of knowledge materials and knowledge products and coordinate with operations and sector and thematic groups for exchange of information related to environment. Coordinate knowledge activities with relevant internal partners such as Department of Communications and Knowledge (DOCK), sector groups etc. and external partners such as UN based organizations, environmental non-governmental organizations (NGOs) and others. Provide support in building and maintaining partnerships with key external partners such as UN based organizations, environmental NGOs, research institutes and think tanks etc. Support the preparation and tracking of partnership agreements and plans.d. Operational Support
Provide key inputs for the preparation and updating of the work plan and accomplishment reports of the Environment group, including assessment of resource requirements in coordination with relevant colleagues. Provide support and input to the Environment, CCRE and CCSD Management Information System, quarterly accomplishment reports, write ups on the three-year rolling work program and ADB annual report, focused themes, and participate in internal working groups including SovOps, and other tasks.Qualifications
You will need:
Bachelor's degree in the fields of environment, economics, engineering, social science, policy, and other related disciplines, preferably with advance training. At least 8 years of relevant professional experience in environmental management, natural resources management, environmental and project development work. Knowledge of products, processes, and systems on project/program processing and other programming activities in a multilateral organization is an advantage. Demonstrated strong research, writing and presentation skills. Excellent written and verbal proficiency in English. Able to liaise and work effectively with internal and external stakeholders of ADB.
