Org. Setting and ReportingThese temporary positions are located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). This role involves Civil Engineering. The temporary positions are based in Port-au-Prince and is located in the Engineering and Facility Management Section. The Engineering Technician, FS-5 will report to the Chief of Engineering Section, P5 or designated officer. ResponsibilitiesWithin delegated authority the Engineering Technician, FS-5 may be responsible for the following duties: Planning and assessment โข Plans, schedules and supervises implementation of engineering projects such as: construction, refurbishment, installation, and maintenance. โข Assesses requirements for the installation, repairs and maintenance of engineering equipment and/or buildings and infrastructure. On the basis of the assessment, drafts technical or assessment reports; determines work requirements, and issues work orders and work assignments to assistants and technicians. โข Diagnoses problems and develops solutions for malfunctioning or defective engineering equipment or systems and/or buildings and infrastructure. Operations โข Supervises horizontal and transitional construction works for land development, including site clearing, excavation, filling, compaction, grading, drainage systems, access roads, security installations and utility services, and operates heavy-duty machinery as required. โข Supervises vertical construction works for the installation and rehabilitation of steel prefabricated buildings, masonry or alternate-material hardwall structures, modified sea-container structures, watchtowers, tension fabric structures, workshops and other ancillary structures. โข Supervises and coordinates the installation, servicing, maintenance and repair of engineering equipment, in compliance with recognized standards and regulations pertaining to safety and installation codes. โข Supervises works carried by national, international junior staff assigned to the team and contractors in accordance with set schedules. Provides inputs related to their performance โข Inspects and reports on construction, installation and maintenance projects carried out either by contractors or tradesmen and staff under supervision. โข Applies and ensures adherence to safety programmes related to the safe operation of engineering equipment and power tools. Administration โข Identifies resource requirements for his/her area of responsibility in connection with budget preparations. โข Assists in technical evaluation of bids and proposals for engineering projects and equipment. โข Secures equipment, materials, supplies and spare parts for supervised works. โข Reads and interprets specifications and technical drawings for construction, installations and upgrade of infrastructure. Prepares bills of quantities and costing for engineering projects. โข Supervises the maintenance of records relating to inventories, work orders and general correspondence. โข Reviews and approves work orders and assigns tasks to tradesmen and technicians being supervised. โข Verifies progress or completion of engineering projects and recommends to the Chief of Section for partial or final payments. โข Follows up on correction of defects in material or workmanship of contractorโs work during the warranty period of the contracts. EducationHigh school diploma or equivalent is required. Job - Specific QualificationRecognized and valid License in one of the trades (carpentry, electrical, plumbing, welding, or similar) is desirable. Technical or vocational certificate/diploma in Civil Engineering Technology, construction, project management or in a relevant engineering discipline is required. Work ExperienceAt least eight (08) years of relevant experience in the field of engineering and construction is required. Experience in coordinating and/or directly supervising construction works for land development, building and infrastructure projects, including installation, maintenance and refurbishment activities, is required. Experience in the safe operation and/or supervision of heavy-duty construction machinery is desirable. Experience providing services in the field of engineering to or in a field operation of the United Nations Common System or a comparable international organization is desirable.
