Org. Setting and ReportingThis temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). Due to the specific nature of this deployment and the need to combine rapidly deployable infrastructure with positive-legacy type infrastructure, this role requires a good knowledge of knowledge of engineering management and administrative processes within the context of UN field deployments. The temporary position is based in Port-au-Prince and is located in the Engineering and Facilities Management Section. The Engineer P3 will report to the Chief of Engineering Section, P5 or designated officer. ResponsibilitiesWithin delegated authority, the Engineer will apply professional engineering knowledge and expertise in performance of the following duties: โข Applies commonly used engineering calculations, practices and precedents in completing portions of larger projects related to the design, construction, or repair of buildings, roads, bridges, airfields, helipads, railways, docks, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, field defenses, mine detection and clearance, and other related structures and activities in the field. โข Establishment and management of UN records systems with respect to engineering e.g Umoja Real Estate accounting as well as solicitations, shopping carts and other solicitation processes. โข Requisitioning as well as UN assets management processes as well as property management rules. โข Technical evaluations of solicitations for engineering enabling capacities within the AOR โข Plans and designs specifications for projects. โข Liaises with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data. โข Produces cost data and estimates on engineering-related requirements of current and planned field missions. โข Analyzes project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources. EducationAdvanced university degree (Masterโs degree or equivalent degree) in engineering, architecture or other related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree Job - Specific QualificationCertification in Project/Programme Management methodology by an accredited body (e.g. PMP, PGMP, PRINCE 2 (Foundation Project Management certification or practitioner level) or equivalent is desirable. Work ExperienceA minimum of five years of progressively responsible experience in management of civil engineering works particularly in the area of human habitation is required. Experience in the management of multidisciplined engineering projects is required Experience in the establishment and implementation of specific infrastructure in support of UN Secretariat driven initiatives like gender parity or increasing the numbers of female participants in peacekeeping operations is required. Experience in improved camp design in support of initiatives like Engineering Guide manuals, Elsie Initiative, Positive legacy and similar global initiatives is required. Experience in providing in-house or enabler provided fit-for-purpose civil engineering solutions in the establishment and management of field mission infrastructure is required. Experience in managing engineering administrative functions including budgeting, requisitioning, contract management and records management within the UN established frameworks is required. Experience in supervision of professional teams as well as contractors and other enablers in the achievement of field project objectives is desirable. Experience providing services in the field of engineering to or in a field operation of the United Nations Common System or a comparable international organization is desirable.
