What You'll DoRTI is seeking candidates for an Energy Evaluation Expert position to work in a part-time or consultancy capacity onan anticipated opportunity to provide independent evaluation services in support of the $202 million Energy Storage Project of the Kosovo Compact. The selected Evaluator will be contracted to meet MCC's accountability and learning requirements as detailed in MCC's M&E Policy (Policy for Monitoring and Evaluation of Compact and Threshold Programs) and as supplemented by MCC's Evaluation Management Guidance (Evaluation Management Guidance). The independent evaluation will assess change with respect to the Objective of the Energy Storage Project. The evaluation will also review program effectiveness and accountability for intended results. The anticipated timeline includes a base period of March 2026 โ€“ February 2027. There are up to 7 option periods through 2034. The Energy Evaluation Expert will provide technical expertise regarding performance evaluation within the electric power sector. Across baseline, interim, and endline data collection, the expert will contribute to the work plan, evaluation design report, design and revision of data collection materials, data collection activities, data analysis, and the production of reporting. The Energy Evaluation Expert will report to the Team Leader. They will work closely with other members of the evaluation team to support deliverable production, which will include the following: Provide subject matter expertise in all areas of the evaluation and in all relevant evaluation deliverables and methods. Support data collection, including the use of key informant interviews and the collection of administrative data. Contribute to qualitative data analysis. Contribute to drafting project deliverables, including: the evaluation work plan, evaluation design report, data collection materials and their revision, baseline internal memo, interim report, final report, and data documentation package. Contribute to the preparation and presentation of the key evaluation findings, conclusions, and recommendations. Ensure quality work in all deliverables and implement quality assurance processes in coordination with MCC and the evaluation team What You'll NeedRequired QualificationsMaster's or other graduate degree in economics, engineering, statistics, or another field directly relevant to the performance evaluation. Ten (10) or more years of demonstrated experience designing and managing electricity analysis, including analyzing pre-post trends and modeling. Lead or co-author of three (3) or more performance evaluation reports or research articles related to the electric power sector. English Fluency Required. Preferred Experience: Experience calculating key performance indicators for electric utilities using large amounts of complex and precisely measured data, particularly with utility-scale BESS and/or other utility-scale variable energy resources. Experience working in Kosovo, preferably in the electric power sector. Experience working with MCA/MCC evaluations. Fluency in Albanian preferred. #LI-EP1
