Position Overview

The Electrical Specialist is a new role on Partners In Healthโ€™s (PIH) International Operations Team. The Specialist will focus on supporting electrical technicians and improving electrical infrastructure at PIHโ€™s care delivery sites, with a particular focus on increasing electrical network safety, uptime, and resiliency.

The Specialist will work closely with PIHโ€™s Facilities Engineering group and other supporting staff. The successful candidate will be detail oriented, organized, and proactive, with a service-oriented mindset and strong communication skills.

The successful candidate will have significant experience as a licensed electrician or as an Electrical Engineer. 8+ years of experience in directly managing commercial/industrial scale electrical projects in the Global South, especially in Africa, will be essential to success in this role. Ideally, the candidate is well-versed in UK and/or South African electrical standards. The successful candidate will also be able to create single-line diagrams and bills of quantity based on electrical system needs assessments at care delivery sites.

Responsibilities:

50% Remote and On-site Technical Assistance

  • Provide technical leadership in the design, installation, maintenance, and repair of electrical systems at PIH sites in Africa, Mexico, and Haiti.
  • Support all aspects of facility-scale electrical projects, including scope of work development, budgeting, procurement/contracting, and site supervision. Prepare single-line diagrams, bills of quantity, and other technical documentation.
  • Assess existing electrical infrastructure and design improved electrical systems including sizing breakers, wire sizes, grounding system, surge/lighting protection, switchgear.
  • Support the management of 10-400kVA diesel generators (sizing, installation, operations and maintenance, load/phase balancing, etc.)
  • Collaborate with other PIH staff and partners to ensure seamless integration of electrical systems with other facilities infrastructure (e.g., biomedical equipment, large motors, water and sanitation equipment).
  • Evaluate and recommend new technologies and equipment that can improve the safety and uptime of electrical systems. Develop and implement strategies for energy efficiency and cost savings.

    25% On-site Technical Mentorship

    • Train and mentor care delivery site electricians and maintenance staff in best practices for electrical safety, maintenance, repair, and project management
    • Supervise contractors during electrical projects, including new installations, system rehabilitation, and emergency repairs
    • Participate in emergency response and disaster recovery efforts as needed.

      25% Project Management

      • Support the development of annual and multi-year electrical maintenance/repair standard operating procedures and budgets for care delivery sites
      • Assist care delivery site teams in pre-qualifying electrical contractors for major projects (e.g., hospital electrical network rehabilitation or solar installations) and performing market analyses to establish relationships with suppliers of high-quality electrical components (e.g., cable, electrical protection devices, etc.)
      • Prepare regular reports on project status, performance, and budget as required

        Qualifications:

        Required:

        • 8+ years of experience as a licensed Electrician or Electrical Engineer, with direct experience managing commercial/industrial scale electrical projects in the Global South, especially in Africa (e.g. designing an electrical network for a new hospital, managing a manufacturing facility's electrical system, etc.). Proven ability to manage facility-scale electrical projects from conception to completion ($100K+).
        • Experience managing 10-400kVA diesel generators (sizing, installation, operations and maintenance), three-phase power, load/phase balancing, etc.
        • Strong problem-solving skills and ability to troubleshoot and resolve complex electrical issues.
        • Excellent communication and interpersonal skills; experience working cross-culturally with remote colleagues in a non-hierarchical organization. Ability to collaborate with a diverse team, honoring the concerns and priorities of staff in care delivery sites.
        • Ability and motivation to travel and work in remote environments across the Global South for extended periods.

          Preferred:

          • Drafting software proficiency for producing electrical drawings (e.g., AutoCAD).
