PROJECT BACKGROUND
GGGI has a growing portfolio of programs in developing countries and emerging economies around the world, managing a diverse set of programs and projects focused on four key thematic areas of energy, green cities, water, and land-use as well as the cross-cutting areas of climate change and socially inclusive development, all of which contribute significantly to the potential for achieving green growth in developing countries. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countriesโ development priorities.
GGGI has been working with its members, in cooperation with many other international partners, to support countries fulfilling the reporting objectives of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA). As part of these efforts, GGGI will support El Salvador government in the development of its National SLCP Plan and Methane Roadmap. The project aims at building capacity, mobilizing resources, and implementing IPCC-compliant MRV system. GGGI's expertise in climate policy development and institutional strengthening, plus being embedded within Government Ministries, ensures the successful and sustainable implementation of the project. Key outcomes are: SLCP Plan and Methane Roadmap, increased awareness and capacity at national and sub-national levels, and integration of SLCPs into MRV frameworks. Outputs will include detailed plans, stakeholder engagement, and the development of tools and strategies to ensure long-term sustainability.
OBJECTIVES OF THE ASSIGNMENT
The SLCP Consultant will work and deliver within GGGIโs CCAC SLCP project, โDevelop the national SLCP plan and a methane roadmap to mainstream SLCP mitigation into existing policies.โ The overall objectives of the Consultant position are:
Lead and write the development of the National SLCP Strategy.
Lead and write the development of the Methane Roadmap
Coordinate the data-gathering process to develop the national SLCP diagnostic and Methane Roadmap.
Lead the development of a National SLCP Strategy roadmap identifying timeline, milestones, objective, relevant stakeholders and target users of the National SLCP Strategy.
Lead and guide the roundtables discussions with the DGA, and other key stakeholders to validate progress.
Lead the development of the National SLCP Strategy, investigating the national climate change mitigation โ air quality nexus to present to relevant authorities.
Present the Methane Roadmap and the National SLCP Strategy validated by stakeholders.
Support Country Team in SLCP consultation processes as needed.
DELIVERABLES AND PAYMENT SCHEDULE
Deliverables
Under direct supervision of the Senior Associate, Energy, and in close collaboration with GGGI El Salvadorโs country team, the consultant will deliver El Salvadorโs SLCPs Plan and Methane Roadmap by the end of the consultancy period:
Deliverable 1. Workplan
Develop one (1) detailed workplan that includes at least the following aspects: Methodologies, approaches, phases, deadlines and responsibilities; proposed data sources; timeline and milestonesDeliverable 2: National SLCPs Strategy
Activity 2.1. Develop a National SLCPs diagnostic study
The consultant will verify the background on the subject, and will work in coordination with MARN, based on the National Inventory and other relevant stakeholders, to ensure consistency between the inventory methodology of CH4, HFC and other SLCP gases that are inventoried by INGEI and constitute SLCP. Estimate the national SLCP emissions based on secondary data on the activity level of the largest emitting sectors. This involves conducting a consultation process with input provided by MARN to map relevant documents, actors, limitations, and opportunities in the development of the SLCP National Plan.
Development a national diagnostic proposal on SLCPs study that provides the methodology, findings, and recommendations for estimating SLCP emissions data and improving the national GHG emissions inventory. To this end, the consultant must actively engage previously identified stakeholders to validate and adjust their roles, and to identify how, where, and to what extent they can potentially contribute to the estimation and improvement of the SLCP emissions inventory. GGGI and MARN will organize and facilitate five (5) meetings in which the consultant must participate and be prepared to contribute with the objective of aligning the stakeholders with the SLCP National Plan.
Mid Deliverable 2.1. One (1) report outlining the following activities: a) methodology and SLCPs inventory , b) recommendations on how to integrate in the national GHG national emissions inventory, SLCP emissions data from largest emitting sectors, C) Summarize of consultations and document analysis identifying relevant actors, limitations and opportunities based on MARN input, D) the National SLCPs Diagnostic Study proposed and SLCP quantification improvement recommendations.
Activity 2.2. National SLCP strategy
Develop the National SLCP strategy providing a framework for reducing the SLCP emissions from the energy, transport, waste and industry sectors developed and for being implemented.
The consultant will verify the background on the SNAP (Supporting National Planning and Action on SLCPs) project consultancy and will provide additional value in the implementation of the climate change mitigation plans contemplated in the NDC of El Salvador, which affect CH4, HFC and other SLCP gases.
Develop a roadmap identifying timeline, milestones, objectives, and target users of the National SLCPs strategy.
Mid Deliverable 2.2. A roadmap base for the development of the National SLCPs Strategy. A report of the meetings with the stakeholders in El Salvador attached.
Activity 2.3. National SLCP Roadmap
Support in the organization of bi-monthly roundtable discussions with the MARN, Ministry of Energy, Ministry of Transport, Ministry of Industry and Commerce, Ministry of Women, National Climate Change Commission and other key government counterparts to validate progress in the development of the roadmap and development of the National SLCPs Strategy.
The consultant shall analyze and adjust the draft of the National SLCP Plan based on the input received from key stakeholders within a maximum period of 15 days. If any observation or suggestion is considered technically unfeasible for inclusion, it must be clearly and technically justified. GGGI will give support with the roundtables planification, notes, and participation registration.
Mid deliverable 2.3. I) One report including the validation of the National SLCP Roadmap and the meeting minutes for each roundtable held: minutes, presentation material, agenda, participants disaggregated by gender.
Activity 2.4. regulatory framework evaluation.
Assessing capacities and needs of regional and local governments for implementing the SLCP action plan at the subnational level
Evaluate the technical capacities of local governments in SLCP-related areas by identifying local needs and opportunities to develop customized guides and training programs for effective mitigation actions.
Mid Deliverable 2.4. One (1) technical report summarizing capacity needs and proposing tailored support strategies for subnational SLCP action plan implementation. ๏ฟผ
Activity 2.5. Developing practical guides in consultation with subnational actors
Develop user-oriented, practical guides to support SLCP mitigation at subnational levels, based on consultations with regional and municipal stakeholders to ensure relevance and ownership. ๏ฟผ
Mid Deliverable 2.5. One (1) set of practical implementation guides for local actors, including mitigation strategies, implementation steps, and reference tools. ๏ฟผ
Activity 2.6. Project pipeline with 2-3 SLCP action project ideas
The consultant will verify the background on the subject and will work in coordination with MARN and DNA to avoid duplicating efforts and resources.
Identify and propose two (2) to three (3) short-lived climate pollutant (SLCP) mitigation project ideas in sectors such as transport, industry, energy, or waste, and use these ideas to build a pipeline with potential for implementation and financing. Engage stakeholders during projects ideas identification. GGGI and MARN will support these identifications.
MID deliverable 2.6. I) One (1) report containing the project pipeline, including a brief description of each prioritized idea, its objectives, main components, selection criteria, and involved stakeholders.
Activity 2.7. Validation of the National SLCP Strategy and integration of the mid deliverables.
Propose a strategy for the implementation of the National SLCP Plan, clearly defining the responsible institutions and stakeholders, implementation timeline, implementation mechanisms, as well as the financial and technical resources required for execution. This proposal must be validated by MARN and GGGI.
Final Deliverable 2 National SLCP Strategy document including the definition of institutional responsibilities, implementation timeline, implementation mechanisms, and resource mobilization strategy; and the integration of all previous mid deliveries.
Deliverable 3: Development of a National Methane Roadmap aligned with the CCAC
Activity 3.1. Create an initial draft of the National Methane Roadmap
Develop a preliminary version of the Methane Roadmap, aligned with CCAC guidelines and national strategies, as the technical foundation for structured mitigation of methane emissions. Consultant must check and take in count all the information available of the Methane Roadmap Action Program of the CCAC.
Mid Deliverable 3.1. One (1) draft of the National Methane Roadmap, including goals, priority actions, and alignment with El Salvadorโs national plans.
Activity 3.2. Validate the National Methane Roadmap:
Organize and conduct a series of consultation sessions with relevant public institutions and experts to validate the Methane Roadmap draft and incorporate feedback.
Mid Deliverable 3.2. One (1) consultation summary report including key comments, decisions, and updated roadmap sections.
Activity 3.3. Final National Methane Roadmap
Finalize and submit the National Methane Roadmap to MARN and relevant ministries for formal approval, integrating all technical inputs and institutional feedback.
Integrate the Methane Roadmap into the SLCP strategy.
Final Deliverable 3 One (1) final National Methane Roadmap approved by MARN and key stakeholders. The roadmap is integrated into the National SLCP Plan
Deliverable 4: Inclusion of SLCPs and Methane Roadmap in relevant plans such as the NDC, and other High-Level politics, regulations or norms
Activity 4.1. Recommendations on governance mechanisms for the implementation of the National SLCP Plan
Collect similar experiences and conduct consultations with governance experts. Regulations, normative, politics or other cases that are applicable as governance mechanisms for national mitigation plans to identify opportunities to improve interinstitutional coordination, allocation of responsibilities, and resource mobilization within the framework of the National SLCP Plan. This should be done in collaboration with relevant stakeholders, who will also serve as sources of consultation through virtual meetings and/or email.
Develop recommendations focused on coordination, accountability, and resource allocation.
Include recommendations on governance mechanisms that can strengthen the effective implementation of the National SLCP Plan. These should focus on improving interinstitutional coordination, establishing accountability mechanisms, and defining criteria for the allocation of financial and technical resources. This report will be discussed and validated with key stakeholders, such as MARN.
Mid deliverable 4.1. One (1) report summarizing the reviewed case studies and the main preliminary recommendations on governance for the National SLCP Plan, mechanisms for the implementation of the National SLCP Plan, focused on coordination, accountability, and resource allocation, and validated with relevant stakeholders.
Activity 4.2. Recommendations for the inclusion of SLCPs in relevant plans such as the NDC, and other High-Level politics, regulations or norms.
Final Deliverable 4. One (1) policy recommendation report identifying national policies, plans, and regulations where the SLCP Plan could be integrated and supported, to enable formal adoption of the commitment by El Salvador.
Output/Reporting Requirements/Deliverables
The consultancy assignment is comprised of the outputs and deliverables shown in the table below. The consultant shall prepare monthly progress reports comprising the preceding month's activities and key outcomes, and planned activities for the forthcoming month. Monthly progress reports shall be submitted during the first week of each month throughout this consultancy assignment.

Additional reporting and delivery requirements are estimated as follows:
All deliverables, including the final report, must be deliverable on Spanish, and approved by the GGGI with the agreement of the Ministry of Environment and Natural Resources (MARN). The Consultant should strive to integrate GGGIโs and MARNโs comments within 14 days of the receipt of the comments or modification requests.
During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with the Ministry and the Project Manager. All deliverables (documents with their annexes and infographics, schematics, tables, diagrams, cartography, and the other graphic aspects developed to facilitate the understanding of the technical contents) will be delivered in a digital medium and in Microsoft Office software, in open files that allow their editing.
EXPERTISE REQUIRED
Masterโs degree (MSc ) in a relevant analytical field, such as Environmental Policy, Engineering, Development Economics, Environmental economics, and Environmental technology. At least 5-8 years of experience, preferred seven, related to designing and implementing NDC measures and air quality strategies. At least three years of experience in GHG emissions accounting, development of GHG inventories is a plus. At least five years of professional experience in technical activities related to green growth, climate change, and/or air quality. Previous work experience in international organizations, multinationals, and public institutions in developing countries is a strength. Strong interpersonal and communication skills and a proven ability to develop, maintain and enhance relationships with a variety of internal and external contacts. Familiarity with the UN/CCAC is desirable. Fluency in Spanish and English is required.

Selection method/process: The consultant will be selected through a competitive process. Interested individuals are required to submit a technical proposal, CV, and financial offer. A selection committee will review submissions based on predefined evaluation criteria: 70% technical and 30% financial. Shortlisted candidates may be invited for an interview. The selected consultant will be notified and contracted accordingly.
