1. Objective of the Assignment
The Committee on Development and Intellectual Property (CDIP), at its twenty-ninth session, held in October 2022, approved the Development Agenda (DA) project proposal on โReducing Work-Related Accidents and Occupational Diseases Through Innovation and Intellectual Propertyโ, submitted by Tunisia, and as contained in document CDIP/29/11.ย
The project aims (i) to explore the role of intellectual property (IP) tools and innovation in providing a safer environment to workers, and (ii) to contribute to the decrease of occupational accidents and diseases through the use of IP tools and promotion of innovation.
The project is being implemented in 4 beneficiary countries namely in Tunisia Cameroon, The Gambia, and the Islamic Republic of Iran.ย
The project team, guided by the Project Manager, Mr. Georges Ghandour, Senior Counsellor, Development Agenda Coordination Division (DACD), Regional and National Development Sector (RNDS), World Intellectual Property Organization (WIPO) comprises of WIPO staff and national authoritiesโ representatives.ย
The present document represents the Terms of Reference (ToR) for an Education Expert (hereinafter โExpertโ), who will be engaged to develop an educational program that provides practical guidance on the role of IP in occupational safety and health (OSH) and how IP tools can contribute to a safer work environment. ย
The educational program will target policymakers, senior officials, and advisers from government institutions responsible for the planning, implementation, and management of OSH, as well as any national labor representatives involved in OSH policy development within the four beneficiary countries. ย The educational program may also benefit other stakeholders, such as researchers, trainers, or consultants in this field.
The educational program will serve as a foundation for a self-directed online course in the future. ย As such, the materials should be developed with a modular and re-purposable approach to ensure scalability for eLearning. ย The core resources will include a handbook, step-by-step instructions, infographics, case studies, and other interactive digital materials such as process diagrams, short videos or animations, and knowledge-based assessments with gamified elements.
2. Deliverables/Servicesย
During the assignment, the Expert will develop the following:
1) Concept Note for the educational program that will include:
i) The key topics to be addressed in the educational program;
ii) The intended program goals and learning outcomes and;
iii) The detailed content and structure (including learning activities and assessment plan) of the educational program, ensuring modularity for future adaptation.
2) First Draft of the educational program which will include:
i) A user-friendly handbook tailored to address the needs of the different stakeholders;
ii) Step-by-step instructions on utilizing IP tools effectively;
iii) Visuals and infographics, highlighting the key information in the handbook;
iv) Case studies or interviews, illustrating the successful use of IP tools in reducing workplace accidents and diseases;
v) Short videos or animations with closed-captioning for key topics;
vi) Knowledge-based quizzes or interactive learning activities with gamified elements to enhance engagement and test knowledge retention (for example: ย Scenario-based decision making activities).
3) Final Version of the educational program which will include:
i) finalized version of all materials of the educational program after thorough revision and incorporation of comments from the project team ensuring the material is consistent and clearly identifies each component (Handbook, step-by-step instructions, infographics, case studies or interviews, and interactive digital materials);
ii) Ensure that all materials are user-friendly, accessible and inclusive, designed to accommodate diverse learners. ย This includes closed-captioning for videos, color combinations optimized for readability, screen-reader compatibility and content designed for a global audience. ย Deliver all final source files and multimedia assets used in the development of the materials. ย For example: ย Provide all images and icons used. ย If Photoshop was used to create graphics, provide the .psd file.ย
iii) Finalized transcripts or text-based versions for all multimedia elements (infographics, videos, games) to facilitate easy translation into other languages and ensure content can be updated in the future.ย
The Expert will work in collaboration with an Occupational Safety and Health (OSH) and IP Expert, who will conduct a peer review of the educational materials to ensure accuracy and relevance to OSH and IP principles.
The Expert will further be required to make a virtual presentation of the final version of the educational program during the thirty-fifth session of the CDIP, scheduled to take place from November 17 to 21, 2025. ย
3. Reportingย
The Expert will be working under the supervision of the Project Manager. ย In addition, the Expert will work closely with the Project Team including the OSH and IP Expert, who will provide the necessary support, as required.
4. Profileย
Required Qualifications:
Education
โข Advanced university degree in education, instructional design, educational technology or a related field.
Experience
โข Demonstrated experience in designing and developing self-directed online educational materials or training programs.
โข Strong background in developing interactive learning experiences (e.g., short videos, quizzes, gamification, multimedia elements).
Language
โข Excellent written and spoken knowledge of English.ย
Desirable Qualifications:
โข Specialization in IP, occupational safety and health, or related fields.
โข Knowledge of international safety and health standards.
โข Good understanding of IP-related aspects of safety and health at work.
โข Knowledge of other official UN languages, particularly French.
5. Duration of Contract and Payment
The contract will start on May 1, 2025, and will end on November 30, 2025. ย During this period, the following schedule should be followed:
The concept note shall be submitted and discussed with WIPO by June 2, 2025. ย The concept note shall be reviewed by the OSH and IP Expert by June 10, 2025. ย The first draft of the educational program shall be submitted to WIPO by July 10, 2025. ย The OSH and IP Expertโs feedback shall be communicated by July 21, 2025.
The final version of the educational program should be submitted by September 10, 2025. ย The OSH and IP Expert will conduct a final peer review to ensure the educational program aligns with OSH standards and principles.
The Expert will receive a lump sum of 12,000 Swiss francs, payable as follows:
1. 2,000 Swiss francs upon the acceptance by WIPO of the concept note;
2. 3,000 Swiss francs upon the acceptance by WIPO of the first draft of the educational program;
3. 5,000 Swiss francs upon the acceptance by WIPO of the final version of the educational program;
4. 2,000 Swiss francs after the presentation of the final educational program to the CDIP.
The payment will be subject to the satisfactory reception of the deliverables as per this ToR and upon completion of the tasks outlined therein.
