Result of ServiceAlthough the consultancy will be done on an activity basis, minimum deliverables will be required.: Document with financial analysis for each component of the management models for the five (5) catego-ries of territories (Category A, B, C municipalities, ethnic communities). โ€ข Document identifying funding sources and a financial management strategy for the implemen-tation of the management models for the five (5) categories of territories (Category A, B, C municipalities, ethnic communities). โ€ข Document outlining the financial sustainability strategy for each technology and management model for the five (5) categories of territories (Category A, B, C municipalities, ethnic communi-ties). โ€ข Four (4) documents with resource mobilization and financial management strategies for the implementation of the management models in four (4) pilot municipalities to be defined by the project coordination. โ€ข Formulation of the following components of the national strategy for strengthening formal and informal recycler associations in Bolivia: - Financial strategy for incorporating recyclers into waste management. - Financial sustainability of the organizations. - Access to financing. โ€ข Development of a training methodology focused on the financial sustainability of recycler or-ganizations, including objectives, thematic content, pedagogical approaches, didactic tools, and planning of training sessions with a schedule and evaluation criteria. โ€ข Technical report systematizing the implementation of activities to strengthen the financial ca-pacity of associations, including the development of training sessions, participation levels achieved, outcomes, challenges faced, and recommendations for sustaining the process within each prioritized association. โ€ข Delivery of validation, monitoring, and review reports of the financial component of the im-plementation of pilot projects carried out by implementing partners โ€ข Document defining the financial sustainability strategy for the PMGIRS, including: - Evaluation of operational costs of the current system. - Definition of potential financing mechanisms to be implemented by the local govern-ment (municipal tariffs, subsidies, public-private partnerships). Work LocationLa Paz, Bolivia Expected duration3 Months Duties and ResponsibilitiesBACKGROUND The consulting process described below is part of a project to promote better solid waste management at a national level in Bolivia. This initiative, carried out in conjunction with the Ministry of Environment and Water - MMAyA by its Spanish acronym - seeks to generate more efficient processes through vari-ous components to ensure more sustainable processes. The project, in general terms, focuses on five main aspects: โ€ข Platform - Solid Waste Management Information System (SIGIR by its Spanish acronym)- : Con-sidering that it is a platform for reporting, control and decision-making at the national level, the tool will be updated to a more accessible version and according to the needs. The process includes the development and programming of the different modules in their online and offline versions, as well as the conceptualization of the different graphic and operational components required. โ€ข Inclusion of both formal and informal recyclers and waste collectors in the comprehensive solid waste management system: The project will establish a strategy for their support and incorporation, which includes training processes to improve working conditions in at least five selected recycler associations โ€ข Establishment of replicable models for the management and closure of open dumps: This includes a general national characterization of existing facilities based on available information. Additionally, the models must include technical frameworks that allow for their replicability across the territory. โ€ข Development of a local solid waste management plan in a municipality with a population of at least 15,000 inhabitants. At this point, support will be provided to a local government for the develop-ment of the plan in accordance with the requirements established by national regulations and the MMAyA, which includes the technical, financial, and legal components for its structuring. โ€ข Establishment of a pilot project for the establishment of a suitable facility for solid waste manage-ment in a municipality with at least 15,000 inhabitants. This includes design, structuring, and im-plementation, as well as developing training mechanisms for its maintenance, operation, and man-agement. RESPONSIBILITIES a.) Information and validation: โ€ข The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle. b.) Development: โ€ข Provide technical assistant, inputs, and expertise to achieve the projectยดs goals โ€ข Participate in meetings (virtual or in-person) as neccesary to achieve the projectยดs goals and consultant deliverables. โ€ข Collaborate with the project team as required and with relevant territorial stakeholders, includ-ing but not limited to the national and local governments. โ€ข Follow the instruction and requirements of the projectยดs coordinator and the Andean Countries Hub coordinator. โ€ข Deliver documents, products, and activities as required by the project coordination. โ€ข Implement activities to strength the capabilities of waste collectors and waste pickers associa-tions. โ€ข Participate in missions to municipalities across Bolivia as required by the project coordina-tion. โ€ข Support with the consultantยดs technical expertise to the projectยดs team. c.) Approval: โ€ข The consultant will be responsible for supporting compliance with project approval processes, as well as monitoring the development and implementation of programs and projects. โ€ข Support the Hub Coordinator in the development of inputs for conceptual notes, project doc-uments, implementation plans and budgets, and in general all the documentation necessary for internal approval of projects, following the provisions of the various manuals of procedures, internal regulations, and regular channels established by the Agency. d.) Implementation: โ€ข Attend the technical (virtual) meetings needed to meet the scopes and objectives defined for the consultancy. โ€ข Provide information to UN-Habitat regarding affectations that the process of implementing the consultancy may have. โ€ข Provide inputs for the systematization of the processes carried out and exchange of practices and successful experiences with other HUBs in the region, with headquarters branches, coun-terparties and who appoints the UN-Habitat HUB Coordinator for Andean countries. โ€ข Follow up on technical guidelines determined by the Project Coordinator and Coordinator HUB Andean Countries. โ€ข Comply with the schedule of activities according to the guidelines of the HUB Coordinator. โ€ข When it is necessary to provide accompaniment to the UN-Habitat Coordinator and/or team in the establishment of communication with counterparties and stakeholders. e.) Knowledge Management: โ€ข The consultant must know the processes, procedures, and standards of the organization, to en-sure an adequate quality of the activities described above according to the standards of the or-ganization. โ€ข Propose formats and procedures that allow the efficient implementation of the Agency's pro-jects. โ€ข The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating. โ€ข Design methodologies for the systematization of good practices and knowledge, related to the implementation of the projects and cooperation activities of the UN-Habitat Colombia Office. โ€ข Support the formulation of substantive documents linked to the thematic lines of action of UN-Habitat Colombia. โ€ข Prepare reports and other documents related to meetings, missions and activities developed by the National UN-Habitat Office. โ€ข The consultant will carry out research activities to facilitate the exchange of information, knowledge and best practices on the sustainable urban development issues set out in the Agency's mandate. โ€ข Collect information on the urban status in the Andean Countries that serves as an input both for the identification of new project opportunities and for the implementation of the subscribed projects. โ€ข Support monitoring of UN-Habitat's implementation of Sustainable Development Goals (SDP) Target 11 dealing with sustainable cities and communities. โ€ข Identify strategic allies for the implementation of the New Urban Agenda in Andean coun-tries. โ€ข Manage knowledge networks for the dissemination of the methodologies and documents gen-erated by the agency and for the construction with strategic allies of new knowledge on topics related to sustainable urban development. f.) Others: โ€ข Other activities requested and by mutual agreement with the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities. โ€ข The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects. โ€ข The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity. Qualifications/special skillsBachelor's degree in Economics, Finance, Public Administration, Business Administration, Development Studies, or a related field. Masterยดs degree desirable in the same fields. The Masterยดs degree could be waived if the applicant has at least six (6) years of relevant professional experience in related areas. The consultant has to demostrate proven knowledge of local government finance, public service cost struc-tures, and innovative financing mechanisms )(such as public-private partnerships, municipal tariffs, and donor coordination). Familiarity with resource mobilization strategies and sustainable public investment planning in the Bolivian context will be considered a strong asset. At least 4 years of experience in public finance, municipal budgeting, or economic analysis, preferably in the areas of environmental services or solid waste management. Experience in developing or advising on financial sustainability strategies for public services, including cost-recovery models, tariff structures, and subsidies, is required. The consultant should also demonstrate experience in resource mobilization, including engagement with international cooperation agencies, private sector actors, or public-private partnerships. Familiarity with inter-municipal collaboration and financial planning within the Bolivian legal and institutional framework is essential. Prior experience supporting the implementation of territorial development strategies or in-vestment projects at the municipal level will be considered an asset. Knowledge of commercial systems and packages such as Microsoft Windows and Office will also in-crease the score. LanguagesThe consultant must be fuild in Spanish.
